Therefore, please present the "paper medical certificate" when visiting medical institutions. If there are any malfunctions, please contact us.

About the Online Eligibility Verification for Child Medical Expenses Subsidy in Inagi City (PMH)

Inagi City aims to further improve the convenience of parenting support and will start operating the online eligibility verification for Medical Expenses subsidy (Public Medical Hub, hereinafter "PMH") from March 27, 2026.

This new system makes qualification verification at medical institution reception desks smoother by utilizing the My Number Card.

1. What is the Online Qualification Verification for Children's Medical Expenses Assistance (PMH)?

PMH (Public Medical Hub) is an information linkage infrastructure developed by the Digital Agency, designed to enable online qualification verification for publicly funded medical care using the My Number Card.

Until now, when receiving medical expense assistance, it was necessary to present the "Recipient Certificate (Medical Certificate)" at the medical institution's reception. However, with the introduction of PMH, if you have registered your My Number Card for use as a Health Insurance Card, qualification confirmation can be done without presenting the Recipient Certificate.

This eliminates the worry of forgetting or losing the beneficiary certificate, making it more convenient to visit medical institutions.

Note: Medical institutions where this can be used are only those whose receipt computers have been updated to support PMH. When visiting medical institutions that have not been updated, the paper medical certificate is still required as before.

2. Target Medical Expenses Assistance

The following Medical Expenses assistance programs implemented by the Mayor of Inagi City are subject to online eligibility verification.

1. Medical Expenses Assistance for Infants and Young Children
2. Medical Expenses Assistance for Children in Compulsory Education
3. Medical Expenses Assistance for High School Students, etc.
4. Medical Expenses Assistance for Single-Parent Families, etc.
5. Medical Expenses Assistance for Persons with Physical and Mental Disabilities

Note: Since some medical institutions do not support PMH, paper medical certificates will continue to be issued.

Note: Some National Health Insurance members (National Health Insurance associations headquartered outside Tokyo) cannot obtain information via PMH.

Operation will begin on Friday, March 27, 2026.

 

4. How to Use and Procedure Flow

(1) Preparation

Please register your My Number Card for use as a Health Insurance Card

To use PMH, you must first register your My Number Card for use as a Health Insurance Card.

Registration can be done by any of the following methods.

Nearby Seven Bank ATMs, face recognition card readers installed at medical institutions and pharmacies, your own smartphone (My Number Portal app), and your home computer (My Number Portal)

Note: Those who have already registered their My Number Card for use as a Health Insurance Card do not need to complete the procedure again.

(2) Present your My Number Card at the medical institution's reception

Please place your My Number Card on the facial recognition card reader installed at the reception of medical institutions that support PMH.

Identity verification is performed via facial recognition or PIN entry, and eligibility information for Medical Expenses assistance is confirmed online.

Note: Some National Health Insurance members (National Health Insurance associations headquartered outside Tokyo) cannot obtain information via PMH.

5. Benefits of Introducing PMH

Presentation of the beneficiary certificate is generally no longer required

Since qualification can be confirmed with the My Number Card, there is no need to worry about forgetting or losing the beneficiary certificate at home.

Smoother medical consultations

Verification at the reception desk is simplified, making the medical consultation process smoother.

Note: Medical institutions where this can be used are only those whose receipt computers have been updated to support PMH. When visiting medical institutions that have not been updated, the paper medical certificate is still required as before.

6. Notes and Requests for Use

Not all medical institutions support PMH.

The readiness for PMH support varies depending on the medical institution or pharmacy.

For the time being, at medical institutions that do not support PMH, you will still need to present your beneficiary certificate, so please be sure to bring your paper medical certificate as well.

For the status of support, please contact the medical institution you will visit directly or check on the Ministry of Health, Labor and Welfare’s website, etc.

Medical certificates will continue to be issued. Even after online eligibility verification becomes available, the Mayor of Inagi City will continue to issue and mail recipient certificates.

It is necessary when visiting medical institutions that do not support PMH or in the event of a system failure, so please keep it carefully.

If there are changes in eligibility, such as moving or changing the health insurance you are enrolled in, notification is required as before.
