Childcare Center, Kindergarten, etc. Abuse Reporting and Consultation Desk
Due to the revision of the Child Welfare Act, from October 2025, childcare center staff will be obligated to report any abuse.
If parents or guardians feel uncomfortable with the childcare or education provided at Childcare Centers, Kindergartens, etc., or if staff at Childcare Centers or Kindergartens discover a child who appears to have been abused, please consult with the Tokyo Metropolitan Government or the city.

What is Abuse and Inappropriate Childcare
Excerpt from the "Guidelines on the Prevention of Abuse and Response to Occurrences in Childcare Centers, Kindergartens, etc." (August 2025, Children and Families Agency and Ministry of Education, Culture, Sports, Science and Technology)
| (1) Physical Abuse | Inflicting or threatening to inflict physical injury on children attending Childcare Centers or similar facilities. |

| (2) Sexual Abuse | Engaging in obscene acts with children attending Childcare Centers or causing children attending Childcare Centers to engage in obscene acts. |
| (3) Neglect | Significant reduction in meals or prolonged neglect that hinders the normal physical and mental development of children attending Childcare Centers, neglect of acts listed in (1), (2), or (4) committed by other children attending the Childcare Centers, or gross negligence of duties as staff of the Childcare Centers. |
| (4) Psychological Abuse | Engaging in severely abusive language or extremely rejecting behavior towards children attending Childcare Centers, or any other actions that cause significant psychological trauma to children attending Childcare Centers. |
Note: Actions taken daily in childcare settings, even if each individual action does not constitute abuse, can lead to abuse if not improved upon through daily reflection. Repeated occurrences of such actions may result in abuse, and abuse is understood to be an extension of daily actions.
