Regarding the Installation of Manhole Toilets
I saw the toilet issues from the Kumamoto earthquake on TV.
The other day, near Tama Center, Tama Chuo Park, and the Tomizawa family residence, I came across a well-equipped manhole toilet, and I searched to see if Inagi City had such facilities, but I couldn't find any.
The neighborhood seems to have a stable ground, enough to have the TV Asahi Archive Center built, but I thought it would be great if manhole toilets were also installed, making it a disaster-resilient city in the metropolitan area!
I heard that the toilets in Tama City are flush toilets even though they are for disaster use, which I think is truly wonderful.
I would like them to be installed in Wakabadai as well.
If possible, I thought it would be reassuring to have multiple units within the grounds of large-scale apartment complexes!
Response
We recognize that maintaining toilet facilities during disasters is important for preserving sanitary conditions during evacuation life.
Based on this, as an earthquake damage assumption for Inagi City, we calculated the required number of toilets based on the estimated number of evacuees in the "Tama Eastern Direct Earthquake," which is expected to cause the greatest damage according to the "Report on Damage Assumptions for Tokyo due to a Metropolitan Direct Earthquake, etc." published by the Tokyo Metropolitan Disaster Prevention Council in May 2022. This calculation follows the "Guidelines for Securing and Managing Toilets at Evacuation Centers" indicated by the Cabinet Office. In addition to preparing portable toilets assuming water outages and sewage system damage, we will install automatic wrap-type toilets and toilet vehicles in FY2026 to improve toilet hygiene environments.
Regarding the manhole toilets mentioned in your opinion, we are installing manhole toilets in conjunction with large-scale repairs and renovations of the elementary and junior high schools that serve as evacuation centers. In addition to having installed them at Minamiyama Elementary School, we are advancing the installation of manhole toilets at Inagi Dai 3 Elementary School, which is currently undergoing reconstruction. As for parks, we have installed them at "Wakabadai Koen" and Inagi Pair Park on the south side of Inagi-Naganuma Station, and we are also promoting the improvement of toilet facilities during disasters by installing them at Kippou Park, designated as an emergency evacuation site within FY2024.
Regarding large-scale apartment complexes, we recognize that it is difficult to install facilities since they are private property. Therefore, we are focusing on raising awareness and encouraging each household to stockpile toilet disposal bags as a form of self-help.
