Regarding the Current Role of Area Management Minamiyama
At the time of its establishment, the city explained Area Management Minamiyama as an organization responsible for "planning by residents." It is also understood that the General Incorporated Association Area Management Minamiyama participated in the "Park and Green Space Policy Review Committee" and played a role in examining the policies for parks and green spaces.
On the other hand, in recent city council minutes, it appears that there are fewer opportunities to mention the roles of the same review committee and Area Management Minamiyama.
Is the "Park and Green Space Review Committee" still active? Also, what role does the city currently expect from Area Management Minamiyama? Does the city recognize the current activities as being in line with the original purpose at the time of establishment? If there have been changes in the role since the establishment, please also inform us of the background and reasons for those changes.
As residents, we have high expectations for Area Management Minamiyama to play an important role in community development, so we feel uneasy about its current positioning and role.
Response
Area Management Minamiyama is a general incorporated association established mainly by the Minamiyama Eastern Land Readjustment Association along with volunteer landowners to achieve autonomous and sustainable regional management, including environmental conservation and maintenance. From the city’s perspective, we expect Area Management Minamiyama to participate in the maintenance and management of Public Facilities and to foster a sustainable local community. However, regarding whether the current activities of Area Management Minamiyama align with the original objectives at the time of establishment, the city has not received reports on their activities and therefore does not have an understanding of this.
On the other hand, regarding the "Park and Green Space Policy Review Meeting within the Minamiyama Eastern Land Readjustment Project Area," Area Management Minamiyama also participated, and a basic plan was formulated in February 2023. Based on this basic plan, the city intends to establish a council through public recruitment of citizens and other means for future park development, and proceed with concrete discussions on operational policies such as development content and usage rules.
