About Plastic Garbage Bags

Thank you always for your efforts on behalf of the citizens.
Currently, in Inagi City, plastic garbage bags are charged, but in neighboring Chofu City and Fuchu City, they are distributed free of charge.
As prices continue to rise, the cost of purchasing garbage bags is also a burden on household budgets. From the perspective of protecting the lives of citizens, could Inagi City consider making plastic garbage bags free of charge?

Response

The city aims to protect limited resources, reduce the burden on future generations, and create a "sustainable society" by addressing global environmental issues. From April 2023, container and packaging plastic waste and product plastic waste collected in the newly designated collection bags are not incinerated but sorted and fully recycled.
The costs incurred at that time (collection, transportation, intermediate processing, recycling) amounted to approximately 440 million yen in the Fiscal Year 2023 settlement. To promote "sustainable administrative management" and "fairness in the burden between those who produce a large amount of waste and those who produce only a small amount," we ask citizens and business operators to bear part of these costs through the purchase of designated plastic waste collection bags.
Regarding this matter, we have also explained our approach to the Inagi City Council and obtained their understanding. In Chofu City, only container plastics are collected, and bags appear to be free of charge.　
Also, in Fuchu City, we have heard that only container and packaging plastics are collected, and designated collection bags are sold at 5 yen/5L, 10 yen/10L, 20 yen/20L, and 40 yen/40L.
