About Long-Term Care Insurance Certification
I heard that a copy of the bankbook is required every year at the time of certification.
There is a self-declaration in the application form, and in some cases, inquiries to financial institutions may also be made.
It is presumed to be for fraud prevention, but without legal grounds, it is unrealistic to visit all banks to record transactions and make copies of passbooks.
If fraud is committed, there is responsibility under criminal and civil law, and for the purpose of fraud prevention, I believe inquiries to financial institutions are sufficient.
It is hard to believe that people who commit fraud will make correct declarations.
I think it is a waste of effort to uniformly make people record and copy at each ATM, but I would like to know if there is any intention to review this.

Regarding this matter, we believe it is an opinion concerning the renewal procedure of the 'Long-Term Care Insurance Burden Limit Certification.'
This system is designed to reduce the food and accommodation expenses for low-income households using short-stay services or residing in nursing care welfare facilities for the elderly (including community-based ones), nursing care health facilities, etc. It operates by conducting burden limit certification based on applications and providing support accordingly.
Regarding eligible recipients, they are stipulated in Article 83-5, Paragraph 1 of the Enforcement Regulations of the Long-Term Care Insurance Act. As the city, to verify this, based on the Ministry of Health, Labor and Welfare's notification, we request submission of documents such as copies of passbooks of the individual or their spouse. Additionally, inquiries to financial institutions are conducted based on Article 203, Paragraph 1 of the Long-Term Care Insurance Act in cases such as when submitted documents are incomplete.
