About the Insurance and Pension Division's Counter Service

There was a proposal about disability pension from the representatives of Inagi Marche, the Labor Standards Office, and Hello Work, so I went to inquire. However, they stubbornly insisted on the initial consultation date and flatly said that the disability pension could not be received. They also did not take detailed notes of the timeline and simply said it was impossible. I underwent cochlear implant surgery, have a disability certificate, and am classified as Grade 2 physical disability. As the person in charge confirmed, if the processor, which is a magnet, is removed from the head, I cannot hear at all. Therefore, it is sometimes considered as severe Grade 1. Nevertheless, they said it is impossible unless I obtain the details of the consultation from over twenty years ago, almost like leading questioning. Since payments have been made to both Employees' Pension and National Pension, they cannot verify it here, and since most applicants under 20 years old come to Inagi City Hall, I was turned away.
Afterwards, still not satisfied, I visited the Disability Welfare Division, which always takes care of me, and talked about the terrible treatment I received, but I have not received a sincere apology at all. Later, when I had questions about the National Pension and health insurance, I went to Inagi City Hall, and the person in charge explained things clearly and provided the amounts, so the process went smoothly.
Above all, I was surprised to find that the application consultation documents contained information different from what was discussed.
In Japan, there are very few cases of mitochondrial rare diseases with severe sensorineural hearing loss who have cochlear implants, and I want people to better understand living with this condition. I know it is difficult to accommodate, but I am making efforts to live just like everyone else. Despite that, please do not hurt me with your attitude or words. I came to consult even with a small hope, but seeing this description again is very unpleasant. Without us, the parents, desperately trying, there would be no apology or action. I understand that the initial consultation date is important, but insisting on the initial consultation date at a hospital that has not diagnosed the condition, among various methods, and moreover, all the descriptions of the symptoms are misunderstandings.
