Provision of Garbage Bags to Child Allowance Recipients
You are a recipient of the Child Rearing Allowance.
I have recently been re-certified for the Child Rearing Allowance and received garbage bags. I have always been very grateful for the provision of garbage bags, which has greatly helped my household budget. However, our family size changed from three to two members, and the size of the garbage bags provided was changed from medium to small, which has become very inconvenient. Even though one family member has decreased, the amount of garbage does not change much. Especially for plastic waste, which must hold a week's worth, it simply cannot fit into the small size bags. I believe most households feel the same way, but nowadays there is even more plastic waste than burnable garbage, which is unacceptable. Burnable garbage might be manageable for someone living alone, but it is impossible for families with children. Large garbage items do not fit in the small size bags.
I requested a medium size but was refused. This means I have to buy additional ones, which is inconvenient.
I would like to request permission to exchange for a medium size.

Since October 2004, the city has implemented a fee system for waste disposal with the aims of reducing waste, promoting recycling, and ensuring fair sharing of waste disposal costs.
In such cases, households with special circumstances are eligible for a reduction or exemption of garbage disposal fees based on the "Ordinance on the Promotion of Waste Disposal and Recycling in Inagi City." For households granted reductions or exemptions, designated collection bags corresponding to the number of household members are issued upon the individual's application. The size and quantity of the designated collection bags provided are determined to ensure effective waste reduction.
Regarding the change in the size of designated collection bags, based on requests that smaller bags are difficult to use, we will implement an equivalent exchange from the distribution in October this year to improve convenience. For example, those with 60 small plastic bags (6 bags) will be provided with 30 medium plastic bags (3 bags).
