            Regarding the Establishment of the Basic Ordinance for the Assembly
        
        
In the Tokyo metropolitan area, only Inagi City, Komae City, and Musashimurayama have not established a basic ordinance for the council. In forming a team council, isn't the establishment of a basic council ordinance fundamental? When council members hold discussions, without this basic ordinance, on what basis do they have their talks?

The City Council is an independent body from the Mayor's office, and since this "Opinion/Suggestion" was a request to the City Council, we will convey the response from the City Council as follows.
                                       
The Council Basic Ordinance is an optional independent ordinance, and currently our city council has not established it. However, each council member fully recognizes the role of the council as one wing of the dual-representation system, engages in constructive discussions with the administration, and strives to promote effective policies and solve issues. By establishing existing Council Steering Committee regulations and various agreed-upon matters, basic operational policies and procedures are organized to ensure the council operates fairly and impartially. While discussions are held within the council, a new Council Basic Ordinance has not yet been enacted.
The resident needs required by City Administration are becoming more diverse, advanced, and complex. The council members will unite, sincerely listen to the voices of the citizens, and continue to work as a city council that is approachable, easy to understand, and highly regarded. We will continue to publish the council newsletter, conduct internet broadcasts, and utilize the city council website to fulfill our accountability and commitment to information disclosure to all citizens.
The Basic Ordinance of the Assembly formalizes the fundamental ideas regarding the roles and activities of the assembly as an ordinance. Therefore, the opinions we have received will be used as a reference for future assembly management. We will continue to strive to create an open assembly trusted by all citizens.
