About Grass Cutting on the Tamagawa Riverbank

Is it the case that only the sides of the riverbank road are left uncut during grass cutting on the Tamagawa riverbank? Because the sides are left uncut, it is difficult to avoid oncoming bicycles when walking. Due to the uncut areas, the sidewalk inevitably becomes narrower, causing pedestrians and bicycles to concentrate on the riverbank road.

Regarding the Tamagawa cycling course within the city, the city has received a usage permit from the Ministry of Land, Infrastructure, Transport and Tourism based on the River Act and manages it as a pedestrian and bicycle-only road. Daily maintenance such as grass cutting is carried out, including the approximately 1-meter-wide slope area adjacent to the road, which is land managed by the Ministry of Land, Infrastructure, Transport and Tourism.
Therefore, depending on the timing of grass cutting on the land managed by the Ministry of Land, Infrastructure, Transport and Tourism and the city-managed land, there may be temporary situations where some grass is left uncut, as you pointed out.
The city conducts grass cutting regularly; however, as you mentioned, due to limited budget and the need to manage the entire city area and respond to citizen requests, the timing of grass cutting is carefully determined and prioritized, with the work carried out about once or twice a year.
