About Garbage Collection Sites
In Inagi City, recyclable waste is collected at designated collection sites. Previously, part of the field in front of my house was a collection site, and many neighbors used it, but due to noise from disposing of empty cans, collection activities, and illegal collectors, we had it relocated. However, recently, a development project involving the construction of 10 houses took place in front of my home, and a new collection site was established at the previous location before the relocation. While I understand that establishing a collection site is unavoidable due to the creation of multiple new residences, I believe there are issues such as the history involved and the possibility that the collection site could become a nuisance facility for the nearest residential land. Why was there no prior notice about this?
When I inquired with the person in charge, they said that the collection site was decided through discussions between the development business operators and the city. The location was determined as a condition for the development business operators' sales, so it cannot be changed. That was their one-sided response. Is the city focusing on the business operators or the citizens as it advances Community Development?
It seems that the location was moved slightly further back after the inquiry, but I am not convinced. The location might be changed again in the future, and I am fundamentally not satisfied with the procedure.
I have heard from the person in charge that there are complaints like mine within the city, but if the burden is concentrated on certain areas, I think individual collection, as many other municipalities do, is one option. Also, when developing, I believe city staff should thoroughly consider the neighbors. Many municipalities have enacted ordinances for Community Development to create rules that better reflect the voices of nearby residents. In the case of Inagi City, it seems that business operators proceed with projects freely under low hurdles. Perhaps Inagi City should consider this as well?

The city places emphasis on waste reduction and reuse, and since 1993, has been collecting bottles, cans, PET bottles, glass items, and ceramics at resource collection stations (centralized collection points). In conjunction with the development activities in the Higashi-Naganuma area, the location of the resource collection station was decided through consultations with the Business Operators. Normally, when establishing or relocating resource collection stations, users are informed in advance; however, since this installation site was within the development area, prior explanations were not provided to the neighboring residents.
Going forward, we intend to proceed with discussions while being considerate of the neighboring residents.
Additionally, regarding the proposed individual collection of recyclable materials such as bottles, cans, and PET bottles, this is a matter that requires careful consideration due to the significant costs involved.
