About the Minamiyama Land Readjustment Project

Regarding the slope of Minamiyama 5th Green Space.
I believe the stairs connecting Walkway 9 in Block 36 and Minamiyama Street Line 1 under the slope near Block 30, Section 18 of Multi-Use 7.5.6 were shown in previous design plans, but they are not included in the latest design plans. There is also no indication that construction will take place on site. The movement routes up and down the slope are limited to Section 4 and Walkway 10, so when going from around Block 30 to Yaoko or the Seven-Eleven next to Giants Town, a considerable detour is necessary. Since I moved to Block 30 based on the convenience implied by the presence of the aforementioned stairs, I am very disappointed.
Regarding this matter, could you please let us know if there are any current plans for the stairs? If not, would it be possible to consider installing stairs (for example, simple wooden stairs)?

Regarding the staircase plan in Minamiyama No. 5 Green Space (hereinafter referred to as the green space), it was originally designated as a pedestrian-only road (staircase), but due to structural reasons, it was removed in the project plan revision in April 2022.
Regarding the background of this, we have received the following information from the Minamiyama East Land Readjustment Association.

Regarding slope shaping, the slope standards are stipulated based on the "Examination Standards for Permits of Land Development Work" under the Tokyo Metropolitan Government's "Act on Regulation of Residential Land Development, etc.", and the slope of the green area's slope is set at 1:1.5※ (approximately 35 degrees).
The stairs in the original plan were designed according to the slope gradient of the green space, with a tread of 30 cm and a riser of 20 cm (slope 1:1.5). However, subsequently, the "Guidelines for Smooth Movement on Roads (with editorial cooperation from the Ministry of Land, Infrastructure, Transport and Tourism)" (hereinafter referred to as the "Guidelines") were established, setting a standard of a 30 cm tread to a 15 cm riser (slope 1:2). As a result, the stairs in the original plan no longer conformed to the Guidelines.
For this reason, since the safe passage of pedestrians including older adults and persons with disabilities could not be guaranteed, it was not possible to hand over the facility to the city as Public Facilities, and the development was abandoned.
Regarding the removal of the pedestrian-only road (stairs), in accordance with the Land Readjustment Act, a public inspection was conducted in February 2022, and since no Opinion Statements were submitted regarding the changes, the modification procedures were carried out in April 2022.
* "1:1.5" represents the slope, meaning a slope that extends 1.5 meters horizontally for every 1 meter of vertical height.

At this time, the city has no plans to install stairs, so although it may be a bit of a detour, we kindly ask you to use Block Road No. 4 or Pedestrian-Only Road No. 10, which is scheduled to be developed during fiscal year 2026.
