About the Emergency System in Inagi City
How about stopping independent operation of emergency services and transitioning to the Tokyo Fire Department?
When I consulted #7119 and said it was Inagi City, they said Inagi City was a bit difficult, and I was not connected to arrange an ambulance, so I had to take new measures while I was upset.
Explaining over 119 and then further explaining to the emergency team is difficult for elderly people. It may be cost-effective, but it might be time to outsource or deepen the collaboration more.
Response
Regarding the proposal to transition our city to the Tokyo Fire Department, we are not considering this at the present time.
The reason for this is that, after repeated discussions by the "Inagi City Fire Committee," which is composed of fire-related personnel and knowledgeable experts (including representatives of citizens), it was decided to promote the enhancement and strengthening of the fire department system by leveraging various advantages of a city-operated permanent fire department system. The benefits of a city-operated permanent fire department system include the ability to make decisions on fire and disaster prevention policies quickly and to implement them promptly; the promotion of fire and disaster prevention administration through close cooperation with local disaster prevention organizations, including the fire brigade; the placement of a Disaster Prevention Division within the Inagi City Fire Department, where fire station personnel who are city employees maintain a 24-hour, three-shift system 365 days a year, ensuring rapid and reliable emergency communication systems; and the fact that fire personnel, as city employees, do not transfer outside the city and are always familiar with local conditions. For these reasons, our city maintains a city-operated permanent fire department system based on Article 9 of the Fire Organization Act.
Furthermore, regarding #7119, this is a service currently implemented in 41 regions nationwide, which provides advice on first aid methods and guidance to appropriate medical institutions based on consultations received from residents. Additionally, if the situation is judged to be highly urgent, it includes transferring the call to 119 emergency services or requesting a callback, thereby responding according to the caller's circumstances. In Tokyo, this service is operated by the Tokyo Metropolitan Health and Medical Bureau and is available to all Tokyo residents.
Although it is implemented under the name "Tokyo Fire Department Emergency Consultation Center," it is naturally available for use by residents of Inagi City as well. Regarding the matter reported to the Tokyo Metropolitan Health and Medical Bureau, we have requested that they provide careful explanations going forward.
Furthermore, concerning the need to explain at 119 and then again to the emergency team, when the emergency team transports the injured or ill person to a medical institution appropriate for their symptoms, it is necessary to accurately convey the patient's information to the receiving medical institution. Therefore, we ask the injured or ill persons and related parties to provide more detailed information. We appreciate your understanding and cooperation on this matter.
Regarding cooperation with the Tokyo Fire Department, we have had a mutual aid agreement since 1970 and have been striving for regular collaboration through training and various projects.
