About Owens Health Plaza
I have been regularly visiting Owens Health Plaza for several years and appreciate the facility’s ease of use and the variety of courses offered. Over the past one to two years, I have noticed an increase in users from outside the city. Perhaps because of this, applications for course-type programs have exceeded capacity, causing citizens who pay Municipal Tax to be rejected, and for one-time courses, popular classes sometimes exceed capacity, resulting in citizens being turned away. Since this facility is fundamentally for promoting the health of city residents, priority should be given to citizens who pay Municipal Resident Tax. It seems unreasonable that usage fees are the same for both city residents and non-residents. I urge you to urgently consider charging visitor fees for those from outside the city.

Regarding the usage fees of the health plaza you proposed, there has been no difference between residents inside and outside the city for the pay-per-use facility fees and class participation fees, and there is a track record of many Inagi City residents using the facility. Therefore, the health plaza has also set the pay-per-use facility fees and class participation fees without distinction between inside and outside the city by ordinance, while for regular fees, rates for inside and outside the city are established. The city regularly reviews usage fees citywide, and during such reviews, we intend to consider setting fees for non-residents for individual and package rates.
