About the New Kippou Park Playground Equipment
I just went to see the new playground equipment.
It is a sandbox that can be used by wheelchair users, but in a short time, I saw many adults who said it was their first time seeing a sandbox of this shape and who did not know how to use it.
Among them, there were parents who lifted their children and stood them on the wheelchair-accessible sandbox, played as if monopolizing it, and some who played by taking the sand out in front of their parents.
In other cities, signs explaining how to use the equipment are installed near the playground equipment, and in some new parks, there are also signs outlining rules for playing safely and enjoyably.
Since there were signs of unexpected usage that could lead to trouble, we strongly hope that signs explaining how to use each piece of equipment, cautionary notes, and overall rules will be installed near the playground equipment.
Response
Regarding the new Kippou Park, the city established the Kippou Park Renovation and Maintenance Council with the participation of local residents to discuss the maintenance policies and usage rules.
This council, in conjunction with the opening of the inclusive playground, has reviewed the overall usage rules for the inclusive playground based on the standards and manners for city parks posted on the city website, to ensure that everyone can play enjoyably and safely, and has installed signage to inform users of these rules.
On the other hand, regarding the individual usage rules for new playground equipment such as sandboxes, the council has considered allowing a diverse range of people, from children to adults, to use them in their own ways and styles. As a result, it was concluded that it is better not to impose many restrictions, and therefore, no signs indicating how to use each piece of equipment have been installed.
Regarding the installation of signs indicating the usage of the new playground equipment you proposed, based on the usage conditions after the park's opening, we intend to consult this council again from the city side, in accordance with the philosophy of the inclusive park to provide a space where everyone can spend time safely.
Furthermore, moving forward, we will utilize the city website to introduce the new playground equipment installed in the inclusive playground area and inform the public about how to use it.
