The city is working on creating a mutual support network among citizens to understand the situation of individuals requiring evacuation assistance on a regular basis, enabling quick confirmation of their safety during disasters and facilitating prompt initial support activities.
The role of municipalities in supporting individuals requiring assistance during evacuation actions includes identifying those individuals, formulating overall support plans, and creating individual evacuation plans for those requiring assistance, actively supporting their evacuation life during disasters. However, such support has limitations when relying solely on public assistance from municipalities, so it is essential to promote a mindset of self-help among residents to protect themselves, as well as to cooperate and collaborate with residents and related organizations regularly to establish a mutual support relationship.
In Inagi City, on September 1, 2003, the "Implementation Guidelines for the Inagi City Evacuation Support Network for Individuals Requiring Assistance (formerly known as Individuals Requiring Support during Disasters)" were established, and a registration list for individuals requiring evacuation assistance was created using a self-registration method, and the project is being implemented.

Persons Requiring Assistance in Evacuation

Among the older adults, persons with disabilities, and others who require special consideration residing in the city, those who have difficulty evacuating on their own in the event of a disaster or when there is a risk of a disaster (those requiring consideration) are designated as evacuation support individuals, particularly those who require special assistance to ensure smooth and prompt evacuation.

Individuals requiring assistance in evacuation are those who fall under the categories listed below.

  1. Individuals aged 75 and older living alone or belonging to households consisting only of Older Adults
  2. Those who fall under any of the following categories
    • A. Those who have received a Physical Disability Certificate and whose degree of disability corresponds to Grade 1 or Grade 2.
    • Those who have received the Love Handbook and have a disability level of 1, 2, or 3
    • Individuals living alone who have received a mental disability health and welfare certificate and whose disability level corresponds to Grade 1 or Grade 2.
  3. Individuals certified as having a care level of 3 to 5 under the Long-Term Care Insurance Act
  4. In addition to the above, those who need assistance during disasters (such as Older Adults and persons with disabilities who are anxious about evacuating on their own, and those who wish to register themselves on the list)

Registration as a "Person Requiring Evacuation Support"

In the network, individuals who find it difficult to evacuate on their own in the event of a disaster or when there is a risk of a disaster, and who particularly require support to ensure smooth and prompt evacuation, are referred to as evacuation support individuals. We are conducting registrations for those who fall within the scope of the above-mentioned evacuation support individuals. Registration is done through an application using the "Evacuation Support Individual Registration Card."
Please fill it out and apply to the Livelihood Welfare Division (2nd floor of City Hall).

Note: In the case of electronic applications, it may take about one month from the time of application until the evacuation support card is sent.

If there are any changes to the information on the Evacuation Support Needs Card, or if registration is no longer necessary due to facility admission, please contact us via the change form or by phone.

In addition, we obtain consent from the individuals requiring evacuation support and their families at the time of registration to provide this personal information to relevant support organizations.
We create a registration card for individuals requiring evacuation assistance, based on this personal information and incorporating map information around their home, and provide it to the registrant.
In addition, we create and distribute a list of registered individuals, as well as evacuation maps for those requiring assistance, to the relevant support organizations, along with the evacuation action support registration cards distributed to the registrants themselves.
However, based on the Basic Act on Disaster Control Measures and other laws, in the event of a disaster or when there is a risk of a disaster occurring, if it is deemed particularly necessary to protect the life or body of individuals requiring evacuation assistance from the disaster, information (original record information) of those individuals who fall within the scope of requiring evacuation assistance without consent to provide personal information may be provided to relevant support organizations to the extent necessary for the implementation of evacuation support and other measures.

Related Support Organizations

This is a list of individuals who require assistance during evacuation (those needing support during disasters) and organizations that will monitor the situation regularly and provide support activities during disasters. (The traditional list of individuals needing support during disasters is considered to be the list of individuals requiring assistance during evacuation.)
We provide an explanation regarding the provision of the roster in advance, and you are asked to store the roster after understanding its contents. At the time of handover, you are required to make a pledge regarding the protection of personal information and to report the storage location.

Support Plan for Individuals Requiring Assistance in Evacuation Actions

In order to minimize damage, it is necessary to establish a support system for vulnerable individuals during disasters through administrative contact agencies and local organizations, as well as to cultivate a preparedness mindset among affected residents. Therefore, we have developed a support plan for those requiring assistance in evacuation actions.
