The national census, conducted every five years, will be carried out in Reiwa 7 (2025). We ask for your cooperation with the survey.

Please note that for responses, we recommend the easy and convenient internet response method, which can be accessed anytime, anywhere within 24 hours, and is compatible with smartphones and tablets.

Overview of the National Census

The national census is conducted every five years and targets all people and households living in Japan. It is the most fundamental and important statistical survey to clarify the actual conditions of the population and households within the country.

Purpose of the Survey

This is a complete survey on individuals and households conducted based on the provisions of Article 5, Paragraph 2 of the Statistics Act (Act No. 53 of 2007), aimed at obtaining basic data for various administrative policies and other purposes of the national and local governments.

All residents living permanently in Japan (including foreigners) and households

Survey Items

The survey items for the 2025 National Census are as follows.

Matters Related to Households (4 Items)

Household type, number of household members, type of residence, housing construction method

Matters Concerning Household Members (13 Items)

Gender, date of birth, presence of spouse, employment status, etc.

Features of the 2025 National Census

(1) Internet responses made even easier and more convenient

From Saturday, September 20, 2025, documents with two-dimensional codes will be distributed to each household. By scanning with a smartphone or tablet, the necessary ID and password for the response will be automatically entered, allowing for easy and convenient replies.

(2) Enhancement and Strengthening of Inquiry Response

Around mid-September 2025, the Ministry of Internal Affairs and Communications will enhance inquiry support at the "Census Contact Center" by introducing a new chat format automated response using a chatbot function in addition to telephone inquiry support.

Use of Survey Results

The results of the national census are used in various administrative policies of the national and local governments, such as the revision of single-member districts for the House of Representatives, calculation of local allocation tax, regional disaster prevention plans, and urban planning. They are also widely used in businesses for forecasting demand for products and services and planning store locations, as well as in educational institutions for academic research.

About the Survey Process

Distribution of Survey Documents

Survey documents such as questionnaires will be distributed to all households subject to the survey by surveyors starting from Saturday, September 20. Surveyors are part-time national public servants appointed by the Minister of Internal Affairs and Communications, and during survey activities, they carry an "Investigator ID" issued by the Director-General of the Statistics Bureau of the Ministry of Internal Affairs and Communications.

How to Respond

You can choose how to respond to the questionnaire, such as via the internet or by mail. Our city recommends the "easy and convenient internet response."

Opening of the "Internet Response Support Booth"

As part of promoting the use of internet responses, "Internet Response Support Booths" equipped with tablets for answering and support staff will be set up at event spaces in post offices and other locations. Please make use of them.

Confidentiality Obligation (Protection of Personal Information)

Persons engaged in statistical surveys are subject to confidentiality obligations under Article 41 of the Statistics Act. Additionally, those who have previously been engaged in statistical surveys are also bound by the same obligations.

Beware of suspicious visits or phone calls impersonating the Census!

In the 2025 National Census, from Saturday, September 20, census takers will visit each household in the city.

In the past, there have been cases during the survey period where individuals impersonating census takers visited households or made phone calls to fraudulently obtain personal information (such as age, gender, family composition, financial institutions used, and Pension receipt status) for the purpose of monetary fraud, known as "impersonation surveys."

Please be aware that cases of "impostor surveys" are expected to continue occurring. If you receive suspicious visits or phone calls claiming to be from the census, please contact the Inagi City Census Call Center at 0120-461-026.
