Discounts on Toll Road Fees

For persons with disabilities who use toll roads in their daily lives such as commuting, attending school, or visiting hospitals, toll road fees are discounted to support their independence and participation in socio-economic activities.
Note: It is necessary to register in advance either online or at the Disability Welfare Division counter. Simply possessing the handbook does not qualify for the discount.

Eligible Individuals

  1. When the person issued a Physical Disability Certificate drives themselves
  2. When someone other than the person with a Type 1 certificate (Physical Disability Certificate, Ai no Techo) drives while carrying the person issued the certificate
  • Note: Those with a Type 2 Physical Disability Certificate are limited to driving only when the person with the disability themselves is driving
  • Note: Applications are possible even if you do not own a car.

Discount Rate

50% Discount on Regular Fare

Validity Period

  1. For new applicants, valid from the application date until the second birthday thereafter
  2. For renewal applicants, valid from the application date until the third birthday thereafter
  • Note: Renewal applications can be made starting two months before the discount validity expires.
  • Note: If a re-certification date is specified on the Physical Disability Certificate and that date is earlier than the above 1 or 2, the re-certification date will be the validity period for the toll road discount.

Online Application

Those using ETC (non-stop driving) can apply online. For online application procedures, please check the above "Online Application Reception Site." Please note that online application requires that disability certificate information is linked to the My Number Portal, so please confirm in advance on the My Number Portal website whether the Physical Disability Certificate and Love Certificate (Rehabilitation Certificate) information of the applicant is linked.

How to Apply at the Counter and Required Documents

Please submit the following documents (pre-application is required).

For those who show their certificate when passing through

  1. Physical Disability Certificate, Love Certificate
  2. Driver's License (for drivers only)

For those using ETC to travel

  1. Physical Disability Certificate, Love Certificate
  2. Vehicle Inspection Certificate (Due to digitization, please bring the Vehicle Inspection Record Details or the Vehicle Inspection Viewing App)
  3. Driver's License (for drivers only)
  4. ETC Card (in principle, registered under the name of the person with a disability)
  5. ETC Onboard Unit Setup Application Form / Certificate

When using toll roads, please present the relevant sections of your Physical Disability Certificate to the toll collector at the toll booth. For those using ETC, the discount will apply after you receive a notification of "Registration Results" from the highway company.

Note: If there are any changes to the registered vehicle number, onboard device number, or ETC card number, an application for change is required.
