 This city leverages its rich natural environment and excellent access to major metropolitan areas to promote Community Development that is attractive to all business operators throughout the region.
 To promote the advancement of businesses in this city, incentives are provided to business operators who establish themselves here, as well as to those who transfer or lease land to such business operators, or lease buildings to them.
 Furthermore, additional incentives will be provided when new employees residing in the city are hired or when local construction contractors are utilized for building the business office. Please consider establishing your business in our city on this occasion.

1. Types and Eligibility of Incentives

(1) General Incentive Companies that purchase or lease new business land, construct a business office, and start operations
(2) Incentive for Attracting Food and Beverage Establishments Companies that build food and beverage establishments on business land they own or lease and start restaurant operations
(3) Inn and Hotel Business Attraction Incentive Companies that start inn or hotel operations in buildings they own or lease
(4) Food and Beverage Establishment Leasing Incentive Companies that lease buildings they own as food and beverage establishments to Business Operators
(5) Inn and Hotel Facility Leasing Incentive Companies that lease buildings they own for use as inns or hotels to Business Operators
(6) Land Securing Incentive

Business land providers who transfer or lease land to Business Operators corresponding to (1) through (5) above

Note: "Companies" refers to individuals or corporations engaged in business for profit.

2. Amount and Grant Period of Incentives

(1) General Incentive

  • Companies that purchase or lease new business land, construct a business office, and start operations

(2) Incentive for Attracting Food and Beverage Establishments

  • Companies that construct and start operating a restaurant on business land they own or lease

(4) Food and Beverage Establishment Leasing Incentive

  • Companies that lease buildings they own as food and beverage establishments to Business Operators

    35 square meters or more

    Leasing a store for the first time in a building within 1 year after new construction 80% of the equivalent amount of Property Tax, etc. (the upper limit is 10 million yen, the lower limit is 100,000 yen) 1 year
    Renting buildings that have passed one year after new construction or stores occupied for the second time or later 50,000 yen per store -

    Note: Business Operators must have the intention to continue their business for more than one year (temporary stores are not eligible for grants)

(5) Inn and Hotel Facility Leasing Incentive

  • Companies that lease their own buildings to Business Operators for use as inns or hotel operations

(6) Land Securing Incentive

3. About Additional Grants

  • Companies receiving incentives (1) through (5) (excluding the 50,000 yen granted per store under (4) Food and Beverage Store Rental Incentive) can receive additional payments if they meet the following conditions.

i. Citizen Employment Promotion Additional Payment

If a citizen is employed as a regular worker for more than one year, 100,000 yen will be granted per person.

ii. Additional Payment for Utilizing Local Construction Business Operators

i. When establishing an incentive-targeted business site, if a construction contractor with its head office located within the city is contracted, an amount equivalent to 1% of the construction contract value will be granted.

ii. When establishing an incentive-targeted business site, if a construction contractor without its head office in the city is contracted, and the primary subcontractor for the construction has its head office within the city and the subcontract contract amount is 20% or more of the total construction cost, an amount equivalent to 1% of the construction contract value will be granted.

4. Decision on Granting Incentives

 Incentives are determined not only based on the eligibility requirements but also after review by the "Inagi City Business Attraction Review Committee" to ensure they align with the objectives of Inagi City's business attraction system, such as revitalizing the regional economy and fostering vibrant Community Development.

6. Incentive Eligibility Period and Repayment of Incentives

 The incentives from (1) to (3) are structured so that the full amount is granted when the business is continued for a certain period. (This period is called the incentive target period.)
 If the business office is closed or the business content is changed within the incentive target period, causing the incentive grant requirements to no longer be met, you will be required to return part or all of the granted incentives.
 The calculation of the incentive period and the refund amount is as follows

 Incentive Period
 i. For the incentive under (1) with a payment period of 5 years: 10 years
 ii. For the incentives under (1) to (3), except for i.: 6 years

 Refund of Incentives
 a. Within 3 years from the business start date: Full refund
 ii. Within the grant period exceeding 3 years from the business start date: Return half of the amount already granted
 iii. Within the incentive target period exceeding the grant period: Return {Amount already granted × (Incentive target period − Business continuation period) / Incentive target period}

 Example: Received an incentive grant for an incentive target period of 10 years (10 million yen per fiscal year granted for 5 years), but closed the business in the 8th year from the business start date
 50 million yen already paid × (10-year incentive period − 7-year business continuation period) / 10 years
 = 50 million yen × 3/10 = 15 million yen to be returned
