Subsidy Program for Small and Medium-sized Restaurants in Inagi City
In order to revitalize local commerce and create vibrancy, we will provide a subsidy for a portion of the opening costs to those who are opening a restaurant for the first time in the city.
This subsidy utilizes the national "Special Grants for Regional Revitalization Focused on Responding to Price Surges / Focused Support Local Allocation Grants."
Reception Period
From Wednesday, April 1, 2026 to Sunday, January 31, 2027
Note: It will end as soon as the budget amount is reached.
Note: If submitting in person at the Economic Affairs Section, Commerce Division counter, please do so between 9:00 and 17:00 (excluding noon to 13:00 and weekends/holidays). For mail submissions, applications will be accepted if postmarked on Sunday, January 31, 2027.

- Certificate of Municipal Resident Tax Payment for the Applicant (or Representative if a Corporation) (Previous Fiscal Year)
- Copy of Notification of Opening a Sole Proprietorship, etc. (Limited to Individual Business Operators)
- A copy of the certificate of registered matters (corporations only)
- A copy of the license or permit related to restaurant operations
- Documents that detail the eligible expenses (invoices, etc.)
- Documents that prove payment of eligible expenses (receipts, etc.)
- A copy of the document that shows membership in the shopping district or the Commerce and Industry Association of Inagi City that oversees the store.
- Copy of the flyer indicating the opening date
Flow from Application to Grant Payment
- Please consult the Economic Affairs Section, Commerce Division, before applying.
- After prior consultation, please submit the complete set of application forms to the Economic Affairs Section, Commerce and Industry Division (6th floor, Inagi City Hall) either in person or by mail.
Note: For mail, the postmark on the day is valid - After the review of the submitted documents, the city will send a notification of the decision regarding the grant (or non-grant) issuance.
- Once you receive the grant decision notification and the grant request form, please fill out the necessary information on the grant request form and submit it in person or by mail to the Economic Affairs Section, Commerce Division.
- After submitting the payment request, we will transfer the funds to the bank account specified in the invoice.
Note: It generally takes about one month from the submission of the payment request to the transfer.
Eligible Individuals
Those who meet both 1 and 2
- Those who are opening a food and beverage establishment in the city for the first time and within 5 months from the opening day
- Small and medium-sized enterprises as defined in Article 2, Paragraph 1, Item 3 of the Small and Medium-sized Enterprise Basic Act (excluding those engaged in businesses as defined in Article 2 of the Act on Regulation of Adult Entertainment Businesses and Properization of Operations).
Note: However, this excludes cases 1 to 8 below.
- Applicants who do not personally manage the store
- Individuals who are in arrears with Municipal Tax and other payments
- Those who do not expect to obtain the necessary permits or qualifications based on laws for conducting business.
- Persons whose representatives or officers have been sentenced to imprisonment or a more severe penalty, until the completion of the execution or until they are no longer subject to such execution
- Persons who are members of organized crime groups as defined in Article 2, Item 2 of the Act on Prevention of Unlawful Acts by Organized Crime Group Members, or representatives or officers of such groups, and those who engage in activities that benefit them as specified in Item 6 of the same article.
- Those who utilize a residence combined with a store (excluding cases where the store and residence are clearly separated)
- Those who are closing dining establishments operating in the city and opening new dining establishments
- Those who have received a subsidy for opening a store in the past
Eligible Stores
Stores that meet all of the following 1 through 10
- It is a dining establishment that contributes to the revitalization of commercial activities in the city.
- The store area must be 15 square meters or more
- There is a dining space set up inside the store.
- Not a store that violates relevant laws and regulations
- Not a store that violates public order and morals
- Not a store engaged in political or religious activities
- To operate for more than 3 hours per day between 6 AM and 7 PM
- Operate for more than 4 days a week
- Be a member of the shopping district that has jurisdiction over the area where the store is located or the Commerce and Industry Association of Inagi City
- Be affiliated with the digital map created by the Inagi City Tourism Association

Subsidy Rate
Within one-half.
However, it is limited to within the budget and up to 600,000 yen.
- Note: If there is a fraction of less than 1,000 yen, the fraction will be discarded.
- Note: If you receive subsidies from the national government or other sources, exclude the amount of those subsidies.
- Expenses for construction and creation, as well as printing, carried out by the subsidized party themselves are excluded from the eligible expenses for the subsidy.
- Note: Consumption tax and local consumption tax are excluded from the eligible expenses.
