QuestionPlease tell me about the National Pension payment deferment system.
Response
If you are under 50 years old and have a low income making it difficult to pay National Pension premiums, you can apply, and if approved, the payment of premiums will be deferred.
Eligible Individuals
The deferment system is available only to those under 50 years old, and it is necessary that both the applicant and the applicant's spouse meet certain income criteria from the previous year.
Approval Period
The approval period is from July (or the month when the individual first becomes a Category 1 insured person) until June of the following year. For those who turn 50 during the fiscal year, the period ends the month before they reach 50 years old. The results of the review will be notified later by the Japan Pension Service.
Relationship with Old Age Basic Pension
To receive the Old-Age Basic Pension, in principle, a payment period of more than 10 years is required. However, periods for which a deferment of payment has been approved will be included in the qualification period of more than 10 years for receiving the Old-Age Basic Pension. However, these periods will not be included in the calculation of the amount of the Old-Age Basic Pension.
(Note) To receive the full old-age basic Pension, a payment period of 40 years of insurance premiums is required.
Therefore, there is a system that allows you to pay (make retroactive payments) the premiums for the deferment period retroactively up to 10 years ago in order to receive the full old-age basic Pension in the future. (However, if you make retroactive payments for periods earlier than the third fiscal year, a certain additional amount will be added to the premiums at that time.)
Relationship with Disability Basic Pension, etc.
In the event of unforeseen circumstances such as disability or death, to claim the Disability Basic Pension or Survivors' Basic Pension, one of the following payment requirements must be met. However, periods approved under the payment deferment system are included in the applicable periods for these requirements, so you can be assured even in the worst-case scenario.
- On the day before the initial consultation date or the date of death, there must be at least two-thirds of the insured period for the month of the initial consultation date or the date of death, including the period of premium exemption.
- If the initial consultation date or the date of death is on or before March 31, 2026, there must be no unpaid insurance premiums in the most recent one year period up to the month before the month of the initial consultation date or the date of death, as of the day before the initial consultation date or the date of death.
Continuation Application
If you wish to apply in the following fiscal year and beyond, you can continue to receive examinations in the following fiscal year and beyond if your payment deferment is approved. However, those who were approved due to reasons such as unemployment or disaster will need to apply again in the following fiscal year and beyond.
