Political Group Composition

Just as people's perspectives on various matters differ, so do the opinions and views of council members regarding City Administration. However, since the council is a deliberative decision-making body, decisions are made based on the majority of opinions. Therefore, political parties and council members who share similar thoughts and opinions come together to work in order to effectively reflect their views in City Administration. This group is called a "faction."
