Eligibility

Those who are raising children with disabilities (disabled persons) under the age of 20. However, the degree of disability must be one of the following: Love Certificate level 1 to 3, Physical Disability Certificate level 1 or 2, conditions such as cerebral palsy, progressive muscular atrophy, etc.
Note: Even if you do not have a handbook, you may be eligible depending on your status of receiving the Special Child Allowance.

Allowance Amount

15,500 yen per child

Payment Method

In principle, the allowance for four months up to the previous month is paid three times a year (mid-February, June, and October) by bank transfer to the designated financial institution account. Please note that payments will be made starting from the month following the application date.

Application Method

Please bring the following documents and apply at the Child Care Support Division Allowance Assistance Section on the 2nd floor of City Hall.

  1. Document showing the bank account number in the applicant's name (such as a passbook or card)
  2. Certificates and diagnosis documents indicating the status of disabilities
  3. My Number Card Verification Document
    • Note: It is necessary to include the My Number on the Application Form at the time of application.
      (For the applicant, spouse, and child)
  4. In addition, depending on the situation, other certificates may be required. For more details, please contact us.

Note: 2 may be omitted if submitted at the time of application for the Special Child Allowance.

Notes

  • Note 1: The amount to compare with the figures in this table is the amount obtained by subtracting the above deduction amounts from your income (please refer to the "Amount after Employment Income Deduction" on your withholding slip, the "Total Income Amount (1)" on the Municipal and Tokyo Metropolitan Resident Tax Special Collection Tax Amount Notice, or the "Total Income Amount" on your tax return).
  • Note 2: The number refers to the number of dependents for tax purposes.
  • Note 3: The Special Deduction for Specific Relatives will be applicable starting from the income assessment for FY2026.

Update Procedures

Every year in June, it is necessary to submit a current status report as part of the annual update procedure.
In late May, the Child Care Support Division will send you the application form, so please submit it along with the necessary documents.
If the current status report is not submitted, you will not be able to receive the allowance from June (payment in October) onward.

Notification is required

Please complete the procedures promptly in the following cases.

  • When the condition of the target child's disability changes
  • When changing your name
  • When you change your address
  • When the number of eligible children changes
  • When a child is admitted to a child welfare facility, etc.
  • When other circumstances arise that do not meet the payment requirements and you are unable to receive the allowance
