From June 14, 2026, the formats of the Residence Card and Special Permanent Resident Certificate have been changed.

Also on the same day, the Specified Residence Card, which integrates the Residence Card and My Number Card,

and the Specified Special Permanent Resident Certificate, which integrates the Special Permanent Resident Certificate and My Number Card, began to be newly issued.

Changes from the old to the new format of Residence Cards and Special Permanent Resident Certificates

Common to all cards

  • Persons aged 1 and over will now have their photo displayed.
  • The validity period for Permanent Residents, Highly Skilled Professionals (Category 2), and Special Permanent Residents has been changed.

  • The latest address information is now recorded in the IC chip.

Note: The latest address information is also recorded on the old format.

Note: If you changed your address on the old format card before June 13, 2026, the address information in the IC chip will not be updated. Please understand that City Hall cannot update the information in the IC chip either.

Residence Card

  • "Period of Stay", "Type of Permission", and "Date of Permission" are no longer displayed on the new Residence Card, but the information is now recorded inside the IC chip.

About the Specific Residence Card and Special Permanent Resident Certificate

  • This is a card that integrates the My Number Card with the Residence Card and Special Permanent Resident Certificate. With this single card, you can use the functions of both the My Number Card and the Residence Card, etc.
  • Previously, after the residence card was issued due to the extension of the validity period at the Regional Immigration Services Bureau, it was necessary to complete the procedure for extending the validity period of the My Number Card at the municipal office (except for permanent residents and Highly Skilled Professional No. 2). However, in the case of the Specific Residence Card, after the card is issued due to the extension of the validity period at the Regional Immigration Services Bureau, the procedure is not required.
  • Acquisition is optional. You can continue to hold the My Number Card and residence card separately.
  • Even if the functions of the My Number Card expire, it can still be used as a residence card, etc.
  • For those who have a commonly used name, it will be printed in the additional remarks section on the card.
  • 特定在留カードの申請先は原則地方出入国在留管理局になりますが、所変更と住居地の届出に併せて申請する場合に限り市役所にて申請ができます。
  • The application destination for the Special Permanent Resident Certificate is City Hall.
