Application for Specific Residence Card and Special Permanent Resident Certificate

You can apply for the Specific Residence Card and Special Permanent Resident Certificate (hereinafter referred to as Specific Residence Card, etc.) simultaneously with the procedure for changing the address on the Certificate of Residence and reporting the place of residence.

Note: If you wish to apply for a Specified Residence Card at a time other than when changing your address, the procedure location will be the Regional Immigration Services Bureau.

Note: If you wish to apply for a Specified Residence Card after re-entering Japan at the same address following an overseas move, the procedure location will be the Regional Immigration Services Bureau.

 

The place to receive the card when applying at City Hall is basically City Hall. However, if any of the following conditions apply, the card will be delivered directly to the registered residence.

Direct Delivery Requirements
Conditions for Direct Delivery Notes

(1) The applicant is 0 years old at the time of application

Limited to the first issuance of the My Number Card or Specified Residence Card, etc.

(2) Persons registering as residents for the first time after newly landing, or those who were short-term residents but have been newly issued a residence card and are registering as residents

Limited to the first issuance of the My Number Card or Specified Residence Card, etc.
(3) Those whose additional entry section of the Special Residence Card or Special Permanent Resident Certificate is full, or who have one line or less remaining  

(4) Those who are detained in a penal institution, etc., and are applying for a Special Residence Card, etc. for the first time after release

 

Only if they have never received issuance of a My Number Card after release

Note: Even if the conditions for direct delivery are met, you can choose to pick up at City Hall.

Note: If the applicant does not come to City Hall at the time of application, even if the conditions for direct delivery are met, the pickup will be at City Hall.

Application by the individual aged 16 or older

  1. Photograph (4 cm height × 3 cm width, passport photo size)
  2. One of the following: Residence Card, Special Permanent Resident Certificate, Designated Residence Card, or Designated Special Permanent Resident Certificate 1 item
  3. Passport
  4. My Number Card (only for those who have one)
  5. Fee (only for those subject to payment and direct mailing)

Application for child card under 16 years old

  6. Documents proving the legal representative status (such as a birth certificate with translation if it cannot be confirmed by the Certificate of Residence)
  7. Fee (only for those subject to payment and direct delivery)
(2) Relatives (16 years old and above)
  1. Applicant's Photo (4×3 cm passport photo size)
  2. One of the following: Residence Card, Special Permanent Resident Certificate, Designated Residence Card, or Designated Special Permanent Resident Certificate 1 item
  3. Applicant's Passport
  4. Applicant's My Number Card (only for those who have one)
  5. Identity verification documents of relatives2 points from category A or 1 point from category A + 1 point from category B
  6. Documents proving the family relationship (such as a birth certificate with translation if it cannot be confirmed by the Certificate of Residence)
  7. Fee (only for those subject to payment and direct delivery)

  8. Fee (only for those subject to payment and direct delivery)

Note: A facial photograph is generally not required if the individual is 0 years old (however, a facial photograph is required for those who will turn 1 year old at the time of issuance of a Special Residence Card, etc., even if they are 0 years old).

Application for a card by a proxy aged 16 or older

If it is difficult to visit the office due to unavoidable reasons such as illness or disability, a legal representative or relative, etc. can carry out the procedures.

The required documents differ from the usual ones, so please contact us for more details.

  • Identification documents are limited to those whose "name and date of birth" or "name and address" match the Certificate of Residence.

A fee is charged only if both conditions 1 and 2 below apply.
