Regarding the Receipt of Specified Residence Card and Specified Special Permanent Resident Certificate

When applying for a Specified Residence Card or Specified Special Permanent Resident Certificate (hereinafter referred to as Specified Residence Card, etc.) simultaneously with the procedures for changing the address on the Certificate of Residence and notifying the place of residence, the location to receive the card will be either the City Hall or the Certificate of Residence registration address (direct delivery).

If you want to confirm your method of receipt, please check the notice provided to you at the time of application.

Regarding receipt at home (direct delivery)

For those whose card receipt method is "receipt at home (direct delivery)," the card will be sent directly from the issuing authority to the address of the registered residence by express mail and simplified registered mail.

Please receive it within the postal office's holding period.

Note: If you fail to receive it within the postal office's holding period, the card will be returned to City Hall. In that case, you will need to come to City Hall to pick it up.

Regarding receipt at City Hall

For those whose card is to be received at City Hall, after the issuing agency sends the card to City Hall, a "Appearance Notification" will be sent to the address of your registered residence by non-forwardable mail.

When you receive the Appearance Notification, please come to City Hall to pick up your card.

Open on Holidays: 8:30 a.m. to 5:00 p.m. (Except from 11:45 a.m. to 1:00 p.m.)

Items and Requirements for Pickup

Please carefully check and bring all necessary items. If any items are missing, the card cannot be issued. If you have any questions, please consult us in advance.

Personal Pickup by Those Aged 16 and Over

  1. Appearance Notification
  2. One of the following: Residence Card, Special Permanent Resident Certificate, Designated Residence Card, or Designated Special Permanent Resident Certificate 1 item
  3. Passport (Only if the Residence Card, etc., has no photo or if the Residence Card will be issued later)
  4. My Number Card (only for those who have one)
  5. Fee (Only for those subject to payment)

Receiving Child Card for Those Under 16 Years Old

  6. Documents proving the legal representative status (such as a birth certificate with translation if it cannot be confirmed by the Certificate of Residence)

(2) Co-residing Relative (16 years old and above)
  1. Appearance Notification (with entries in the response form and power of attorney section)
  2. One of the following: Residence Card, Special Permanent Resident Certificate, Designated Residence Card, or Designated Special Permanent Resident Certificate 1 item
  3. Applicant's Passport
  4. Applicant's My Number Card (only for those who have one)
  5. Identification documents of cohabiting relativesA 2 items or A 1 item + B 1 item
  6. Documents proving the relationship as cohabiting relatives (if it cannot be confirmed with the Certificate of Residence, such as a birth certificate with translation)
  7. Fee (Only for those subject to payment)

Note: For those who were issued a residence card at a later date after entering the country from overseas, please bring your own passport as well as an identity verification document of A1 or B1.

Note: The brought residence card, etc., and the My Number Card will be collected.

Receipt of the card by a proxy aged 16 or older

Mid- to long-term residents can request receipt by a cohabiting relative even without special reasons.

Even in cases other than those mentioned above, if it is difficult to visit the office due to unavoidable reasons such as illness or disability, you can request the legal representative, relatives, or cohabitants to receive it on your behalf.

Facility Residents Admission Certificate, Photo Identification Certificate (prepared by the Facility Director)
Persons in long-term hospitalization Medical Certificate, Hospitalization Medical Plan, Receipt Confirming Hospitalization (issued within the last month), Photo Identification Certificate (prepared by the Hospital Director)
Pregnant Women Mother and child health handbook, receipt or examination ticket indicating that prenatal checkups have been conducted

In principle, it is free.

A fee is charged only if both conditions 1 and 2 below apply.
