The system for managing public facilities such as roads, waterways, parks, and green spaces managed by the city started in August 2002 as the Adopt System (Inagi City Public Facilities Adopt System), where citizens manage these facilities through their own activities and responsibilities, in collaboration with the city, rather than as a mandatory activity.
Through greening (such as planting flower seedlings), beautification (such as weeding), and cleaning activities under the Adopt System, we believe it is possible to foster a sense of care for Public Facilities, improve the local environment, and build community ties.
Traditionally, the system was that Public Facilities were managed by the administration, but by allowing citizens to take the lead in management, it becomes possible to manage in a way that suits the characteristics of the community and to make effective use of Public Facilities.

What You Can Do with the Adopt System

1. Matters related to the greening, beautification, and cleaning of Public Facilities.

2. Matters related to raising awareness of the preservation of Public Facilities.

3. Matters related to proposing and implementing improvements to the functions of Public Facilities.

4. Matters related to reporting damage to Public Facilities.

5. Other matters related to the management of Public Facilities in addition to the above items.

Those Who Can Become Collaboration Managers of Roads, Waterways, Parks, and Green Spaces

1. Must be an individual who is an elementary school student or older residing, working, or studying within the city, or a group composed of such individuals.

2. In the case of groups, they must meet one of the following conditions. However, if the main members of the group are elementary or junior high school students, the representative must be a Parent or Guardian or an educational professional.

 A. The representative must be an adult and have an address within the city.

 The representative is an adult and is employed by a company that has an office in the city.

3. It must be an organization, etc., that can continuously engage in greening, beautification, cleaning, and other activities for a period of one year or more.

4. It must not be an organization that harms or is likely to harm the public interest, an organization for profit, an organization for religious activities, an organization for political activities, or the like.

Use of Public Facilities

Collaboration managers can establish and manage flower beds, or acquire or utilize flowers or thinned wood for the public facilities they manage, with the permission of the mayor.

City Support

The city can provide the following support to the collaboration managers within the budget.

1. Provision or lending of necessary materials for greening, beautification, or cleaning

2. Lending of armbands

3. Display of a signboard with the name of the collaboration manager (in principle, one location per public facility)

4. Enrollment in accident insurance

5. Holding of training sessions

Application

1. Contact and consult with the City Hall Greenery and Environment Division.

2. Fill in the required information on the Adoption System Application Form, then apply at the City Hall Greenery and Environment Division or the Management Division counter, and undergo a review of the application details such as the activity plan.

3. If, as a result of the review, the applicant and the city reach an agreement through consultation, a memorandum of understanding will be exchanged between the group and the mayor.

4. Start activities under the Adoption System

Note: Please submit an activity report to the city after starting activities.

Activity Report

After the start of activities, please document the activity status for the year in the activity report and submit it to the city by the end of May each year.

In case of changes

If there are any changes to the activity location, participants, or content, please submit a change notification form to the city. After submission, you can change the agreed content in consultation with the city.

If you stop the activity

If you wish to discontinue the activity, please submit a cancellation request form to the city. After submission, you can terminate the agreement with the city.
Please refer to the forms related to the adoption system for the application for cancellation.
Note: If you wish to revoke the agreement, please restore the managed area to its original state.
