The city provides thank-you gifts to residents living outside the city who have made hometown tax donations to this city, in accordance with the amount of their hometown tax donation.
This thank-you gift is adopted based on criteria set by the city and the Ministry of Internal Affairs and Communications, aiming to increase attention to Inagi City and promote the city's attractions. Applications are accepted at any time.
Business Operators in the city who are considering adopting thank-you gifts, please be sure to consult with the General Affairs Department, General Affairs and Contracts Division, General Affairs Section of Inagi City.
Target Business Operators
Business Operators who meet all of the following requirements.
- Corporations, other organizations, or sole proprietors (hereinafter referred to as "Business Operators") that have a head office, branch office, business office, etc. within the city and engage in the production, manufacturing, processing, or provision of services for thank-you gifts within the city. However, this does not apply to Business Operators outside the city who produce, manufacture, process, or provide services within the city and are recognized as promoting the city.
- It is possible to carry out the packaging and shipping of thank-you gifts by the method designated by the city. In this case, the city will bear the cost of the thank-you gifts and shipping fees.
- There are no unpaid national taxes, Municipal Tax, etc.
- Not being a bankrupt person, an adult ward, or a person under assistance or support, as stipulated in Article 167-4, Paragraph 1 of the Enforcement Order of the Local Autonomy Act (Cabinet Order No. 16 of 1947).
- Not falling under any of the exclusion criteria listed in the Appendix of the Measures for Excluding Organized Crime Groups in Inagi City Contracts (Mayor's Approval on December 3, 2010).
- In order to provide rewards, the contracting party must not have entered into a subcontract agreement, etc., while knowing that the other party falls under the previous item.
- Compliance with the Act on the Protection of Personal Information (Act No. 57 of 2003) and related laws, and being a business operator capable of properly handling personal information.
- Production, manufacturing, processing, or service provision conducted in compliance with various laws and regulations.
- The person responsible and the locus of responsibility for the previous issue are clearly defined, and a system for handling complaints and requests from third parties is established.
- A contract regarding the provision of thank-you gifts must be concluded between the city-designated management Business Operators and both parties, and the contract contents must be reliably fulfilled.
- To manage the ordering and delivery of thank-you gifts, you must have communication tools such as a telephone and email, as well as a computer connected to the internet. You should be able to perform tasks such as document creation, spreadsheet operation, viewing PDF files, saving files, sending and receiving emails, attaching files, and browsing with a web browser.
- It is possible to be listed on the hometown tax payment portal site used by the city.
- It must be possible to introduce the management system provided by the management Business Operators.
Criteria for Selecting Honorarium Gifts
Regarding thank-you gifts, in accordance with Article 37-2 and Article 314-7 of the Local Tax Act (Act No. 226 of 1950), we will select items that comply with the standards established by the Minister of Internal Affairs and Communications and meet all of the following conditions.
- It should be able to increase attention toward Inagi City and convey the city's attractions.
It must meet at least one of the standards set by the Minister of Internal Affairs and Communications as stipulated in Article 5, Paragraph 1 of Ministry of Internal Affairs and Communications Notification No. 179 of 2019 (hereinafter referred to as the "Local Product Standards"), and if the revised Local Product Standards (hereinafter referred to as the "New Standards") are enforced at the time of application, it must comply with the New Standards. Whether or not the Local Product Standards apply shall be determined based on the latest laws and regulations (including interpretations) and the manufacturing conditions. If the product meets Item 5 of the Local Product Standards, it must be "Inagi Nashinosuke" (limited to those authorized to use the trademark "Inagi Nashinosuke" under the guidelines for trademark use approved by the Mayor of Inagi City on April 27, 2012) or other similar items that are clearly unique gifts or rewards of the local government based on their shape, name, or other characteristics. - Based on the "Return Gifts Contrary to the Purpose of Furusato Nozei" notified by the General Taxation City No. 28 dated April 1, 2017, the items must not be those with high monetary similarity (such as prepaid cards, gift certificates, electronic money, points, miles, communication charges, etc.).
- It must not violate public order and morals.
- It does not involve the propagation, education, or promotion of any specific religion, nor does it deny the significance of religion or encourage non-religion.
- This does not claim any effects or benefits without scientific evidence.
- In cases other than those produced or manufactured by oneself, consent from the producer or manufacturer has been obtained regarding offering it as a gift from this city.
- It is possible to expect a stable supply in terms of quality and quantity.
- Compliance with relevant laws and regulations such as the Food Sanitation Act (Act No. 233 of 1947), the Food Labeling Act (Act No. 70 of 2013), the Act on Japanese Agricultural Standards (Act No. 175 of 1950), the Trademark Act (Act No. 127 of 1959), the Patent Act (Act No. 121 of 1959), the Copyright Act (Act No. 48 of 1970), the Act against Unjustifiable Premiums and Misleading Representations (Act No. 134 of 1962), and the Unfair Competition Prevention Act (Act No. 47 of 1993), etc.
- If using food as a gift, it must have a shelf life of more than 5 days after the gift arrives.
- In the case of service provision, the service must be provided within the city and, as a general rule, have a validity period of about one year from the date of issue. Also, efforts should be made not to withdraw the service within the validity period, and in the unlikely event that the service is discontinued, the city must be notified at least three months in advance.
- If using coupons or similar items as a reward, they must have a validity period of more than one year after the reward is received.
- It must be registered as a thank-you gift by the management Business Operators and the hometown tax specialty internet site (hereinafter referred to as the "portal site").
- The procurement amount for thank-you gifts (excluding shipping, including consumption tax) must be 30% or less of the donation amount.
