What is the Proposal System?

The proposal system for District Plans, etc., is a system that allows citizens to propose to the mayor decisions, changes, or matters that should be included in the content of the plan regarding District Plans, which are the urban plans closest to the citizens, initiated by the citizens themselves.
 

What is a District Plan?

Based on already established urban plans, this system targets districts with a certain degree of cohesion and implements more detailed regulations suited to the actual conditions of those districts. It sets rules regarding the layout of residential roads and the construction methods of buildings (such as usage, floor area ratio, building coverage ratio, height, site area, etc.).

Persons Eligible to Make an Application

1. Residents within the Area Subject to the Application
2. Landowners, etc., within the Area Subject to the Application

What Are the Requirements for an Application?

1. Content of the Application

　The content of the district plan, etc., subject to the application must conform to the standards related to urban planning stipulated in Article 13 of the City Planning Act and to this city's Community Development plans.

2. Target Area

　A contiguous land area of 0.5 hectares or more.

3. Consent of Landowners, etc.

　Consent must be obtained from landowners, etc. within the area concerned and from owners of at least half of the land area.
