Request to the National Government for the Preservation of Urban Agricultural Land (Jointly by Hino City, Tama City, Inagi City, and Tokyo South Agricultural Cooperative)

On August 25, 2026, Hino City, Tama City, Inagi City, and the Tokyo South Agricultural Cooperative jointly submitted a request addressed to the Ministers of the Ministry of Finance and the Ministry of Agriculture, Forestry and Fisheries concerning the "Sustainable Development of Urban Agriculture and the Preservation of Urban Farmland."

The three cities of Hino, Tama City, and Inagi are facing a serious issue of farmland reduction due to the progression of residential land development. In light of this situation, as necessary measures to maintain and develop urban agriculture and to preserve urban farmland, they have requested a review of the inheritance tax payment deferral system and support for municipalities engaged in local production for local consumption.

Summary of Requests

1. Expansion of the Scope of the Inheritance Tax Payment Deferral System

Regarding the inheritance tax payment deferral system, revise the system so that, in addition to the current farmland, the following facilities essential for the continuation of farming are also covered.
　Livestock barns and other livestock facilities
　Agricultural machinery storage
　Agricultural Product Shipping Work Facilities
　Agricultural Work Rest Facilities
　Other Agricultural Facilities Recognized as Necessary for the Continuation of Farming

2. Support for Municipalities Promoting Local Production for Local Consumption

Expand financial support for municipalities promoting local production for local consumption, such as projects supplying local agricultural products to School Lunch programs
