Chapter 3 Basic Policies and Policy Framework
Basic Policies
Based on the basic philosophy, the following five pillars are positioned as the basic policies.
1 Everyone can easily enjoy sports 【Promotion of "Playing Sports"】
While making use of the characteristics of the region, we aim to enhance opportunities for realizing diverse sports lives that correspond to each life stage regardless of race, gender, age, or disability. Furthermore, for those who have not been able to engage in sports for various reasons, we will create opportunities and places for easily accessible sports and health promotion, securing chances to enjoy sports that meet diverse demands, thereby promoting sports participation among citizens.
2 Being able to experience the appeal of sports 【Promotion of "Watching Sports"】
As an opportunity to spark interest in sports, we will enhance opportunities to watch competitions and matches of top athletes, including professional sports teams in the city.
Additionally, we will enhance opportunities for direct interaction between athletes and citizens, create chances to enjoy sports through cheering, and enrich opportunities to experience the appeal of sports.
3 Fostering the Strength to Support Sports 【Promotion of "Supporting Sports"】
As a way to cultivate the future bearers who will support sports, we will provide support from the sidelines to the activities of sports organizations within the city, while improving athletic performance and fostering coaches and volunteers.
4 Enhancing the City's Appeal through Sports 【Promotion of "Expanding Sports"】
We will enhance the transmission and reception of various information related to sports and improve consultation functions in response to the diverse needs of citizens.
In addition, we will promote wide-area collaboration through sports, enhance the city's appeal through sports, and strengthen initiatives that contribute to the formation of a vibrant local community.
5 Creating Diverse Connections Through Sports 【Promotion of "Connecting Sports"】
Centered on sports, we will collaborate cross-sectorally with organizations active in various fields within the city to contribute to regional revitalization.
Furthermore, we will enhance local sports activities, promote opportunities for intergenerational exchange from children to Older Adults, and foster visible relationships within the community, aiming to realize a symbiotic society.
Numerical Targets of the Plan
This plan sets numerical targets for each category of "Playing Sports," "Watching Sports," "Supporting Sports," "Expanding Sports," and "Connecting Sports" based on the "Citizen Survey on Sports."
1 Numerical Targets Related to "Playing Sports"
By FY2035, we aim to achieve a sports participation rate of 80% or higher at least once a week. (The target value in the Tokyo Metropolitan Sports Promotion Comprehensive Plan is 70% as of FY2030)
Reference
According to the "Citizen Survey on Sports" conducted in January 2025, the proportion of people who engaged in sports or exercise at least once a week—combining those who did so "3 or more days a week," "about 2 days a week," and "about 1 day a week"—was 70.9% over the past year.
2 Numeric Targets Related to "Watching Sports"
By FY2035, we aim for the proportion of people who have watched sports in the past year either in stadiums, gymnasiums, along roadsides, or through TV, internet streaming, radio, etc., to be 80% or higher. (The target value in the Tokyo Sports Promotion Comprehensive Plan is 50% as of FY2030)
Note: The target in the Tokyo Metropolitan Sports Promotion Comprehensive Plan is the "percentage of Tokyo residents who directly watched sports in one year," which differs in scope from this plan.
Reference
According to the "Citizen Survey on Sports" conducted in January 2025, the percentage of people who have watched sports either in person at stadiums, gymnasiums, along roadsides, etc., or through TV, internet streaming, radio, etc., in the past year is 76.2%.
3 Numeric Targets Related to "Supporting Sports"
By FY2035, we aim for the proportion of people involved in activities supporting sports in the past year to be 30% or more. (The target value in the Tokyo Metropolitan Sports Promotion Comprehensive Plan is 20% as of FY2030)
Reference
The results of the citizen survey on sports conducted in January 2025 show that the percentage of people involved in activities supporting sports in the past year is 24.0%.
4 Numerical Targets for "Expanding Sports" and 5 "Connecting Sports"
By FY2035, we aim for the proportion of people who have participated in sports events or sports tournaments in the past year to be 30% or more. (The target value of the Tokyo Sports Promotion Comprehensive Plan is 30% as of FY2030)
Reference
The results of the citizen survey on sports conducted in January 2025 show that the percentage of people who have participated in sports events or sports tournaments in the past year is 28.5%.
