For low-income households, we provide partial subsidies for air conditioner purchase costs to help you spend the hot summer safely and healthily

Subsidies for Air Conditioner Purchase Costs for Low-Income Households

In Inagi City, subsidies are provided to households without an air conditioner available for use at home due to financial reasons, to cover the costs of purchasing and installing an air conditioner.

  • Subsidy amount: Up to 100,000 yen per household
  • Number of units eligible: One unit per household
  • Application period for subsidy certification: From Monday, July 6, 2024, to Monday, January 29, 2025

You must apply for subsidy certification before purchasing an air conditioner.

Please purchase and install the air conditioner after receiving certification of eligibility from the city.

Eligible households

Households that meet all of the following conditions are eligible.

Conditions for the residence and air conditioner

  • Registered as a resident of Inagi City and living at the registered address
  • No air conditioners installed in the home

 or

  • All installed air conditioners are unusable due to malfunction or other reasons

Household Conditions

Households that meet any of the following criteria are eligible.

  • FY2026 households exempt from resident tax
  • FY2026 households subject only to the resident tax per capita levy
  • Households receiving child-rearing allowance in FY2025 or FY2026

Households Not Eligible

The following households are not eligible.

  • Households living in rental housing where the landlord is responsible for installing or repairing air conditioners
  • Households composed only of individuals residing in facilities, hospitals, or Long-Term Care Insurance facilities
  • Households receiving Public Assistance

Eligible Air Conditioners

Air conditioners purchased during the application acceptance period that meet all of the following conditions are eligible.

  • Purchased from a store or Business Operators
  • In principle, those fixed and installed on walls or window frames
  • Must be installed in the current residence for household use
  • Must not be used for business purposes

Only one air conditioner per household is eligible. In principle, only one unit per address is allowed.

New or used, with or without energy-saving features, and any type are acceptable.

Eligible Expenses

Air conditioner unit purchase cost, delivery fee, installation work cost, removal fee, and recycling fee

Note

Installation work costs are limited to those performed by the retailer from whom the unit was purchased or by a specialist contractor arranged by that retailer.

Additionally, repair costs for existing air conditioners are not eligible for subsidies.

Application Period

Subsidy Certification Application Acceptance Period

From Monday, July 6, 2024 to Monday, January 29, 2025

Air conditioners purchased and installed on or after July 6, 2024, are eligible for subsidies.

However, it is necessary to apply for subsidy certification and receive approval from the city before purchase.

Deadline for Subsidy Claims After Purchase

Until Monday, March 1, 2026

After purchasing and installing the air conditioner, please complete the subsidy claim procedure by the deadline.

Process from Application to Payment

Procedures are basically conducted online.

For those who cannot use the internet, staff at the City Hall counter will assist with the procedures.

1. Apply for subsidy certification before purchase

Please fill in the required information in the "Air Conditioner Installation Subsidy Eligibility Application Form for Low-Income Individuals" and submit your application.

 

2. The city reviews the application details

The city will check the household situation and the air conditioner installation status.

If there are any deficiencies in the application, you may be contacted at the email address provided during application.

Please configure your settings in advance to receive emails from “@city.inagi.lg.jp".

If necessary, city staff may visit your home to check the air conditioner installation status and other details.

3. Receive the examination results by email

Those who are certified as eligible for the subsidy will be sent the following items by email.

  • Certification Notice
  • URL of the "Reimbursement Claim Form" to be used after purchasing the air conditioner
  • Confirmation Code

4. Purchase and Install the Air Conditioner

After receiving certification, please purchase and install the air conditioner from a store or Business Operators.

When purchasing, be sure to receive a receipt or statement that shows the breakdown of costs.

If it is difficult to temporarily bear the cost of purchasing the air conditioner, please consult the Livelihood Welfare Division before purchasing.

Precautions When Purchasing

  • Extended warranty fees, consumable costs such as batteries, repair costs, and installation fees from Business Operators other than the purchasing Business Operators are not eligible for subsidies.
  • If the air conditioner purchase and installation cost is less than 100,000 yen, the actual amount will be subsidized.
  • Can be used in conjunction with the "Tokyo Zero Emission Point Program." (If used together, the subsidized amount will be based on the invoice amount after applying the Tokyo Zero Emission Points.)

5. Claim the subsidy after purchase and installation

Please apply using the "Reimbursement Claim Form" provided in the email with the screening results.

The final application deadline is Monday, March 1, 2027.

6. Subsidy is transferred to the designated account

If there are no issues with the application details, the subsidy will be transferred to the designated account by the end of the month following the subsidy claim date.

Documents Required for Subsidy Certification Application

Items required for everyone

Photo of identification document (front side of My Number Card, driver's license, etc.)

If an air conditioner is not installed

Photos of the following locations are required.

  • Overall view of the room where the air conditioner will be installed
  • Wall or window where the outdoor unit will be installed
  • Planned location for installing the outdoor unit

If the air conditioner is malfunctioning

The following photos are required.

  • Currently installed air conditioner
  • Label showing manufacturer, model number, and year of manufacture
  • Wall or window where the indoor unit will be installed
  • Planned location for installing the outdoor unit

Required Items for Claiming the Subsidy

The following items are required when claiming the subsidy after purchasing and installing the air conditioner.

  • Certification number stated in the certification notice
  • Verification code stated in the email of the screening result
  • Documents confirming the manufacturer, model number, year of manufacture, installation location, and cost breakdown of the purchased air conditioner
  • Photos of receipts, statements, and delivery notes
  • Photos after air conditioner installation (indoor unit, outdoor unit, model number label, overall view of the installation location)
  • Documents confirming the bank account information for the transfer

For Those Living in Rental Housing

In the case of rental housing, please confirm who is responsible for the installation or repair of the air conditioner according to the contract.

Housing where the landlord installs

If the contract states that the landlord installs or repairs the air conditioner, it is not eligible for the subsidy.

The city may confirm the contract details and air conditioner installation status with the management company or landlord.

Housing where the tenant installs the air conditioner

If the tenant needs to install the air conditioner, please obtain permission from the management company or landlord before applying.

After obtaining permission, proceed with the subsidy certification application and purchase procedures.

Checklist for When the Air Conditioner Is Malfunctioning

If you believe the air conditioner is malfunctioning, please check the following items before applying.

  • Replaced the remote control batteries
  • The circuit breaker has not tripped
  • The power plug is not unplugged from the outlet
  • Cleaned the filter
  • The outdoor unit's air intake and exhaust vents are not blocked
  • Operated with the air conditioning set from 20°C to 22°C
  • Operated with the heating set from 28°C to 30°C
  • Operated continuously for more than 30 minutes and checked the condition

If the air conditioner does not operate even after checking, please apply with a photo of the malfunctioning air conditioner attached.
