Regarding the Introduction of the Traffic Violation Notice System for Bicycles (Blue Ticket)
From April 1, 2026, the Traffic Violation Notice System will be introduced for bicycles.
From April 1, 2026, the Traffic Violation Notice System (Blue Ticket) will apply to bicycle riders aged 16 and over who commit violations.
Let’s strive for safe bicycle riding by following traffic rules.
| Violation Examples | Penalty Amounts |

| Use of Mobile Phone, etc. (Possession) | 12,000 yen |
| Ignoring a traffic signal | 6,000 yen |
| Brake malfunction | 5,000 yen |
| No lights | 5,000 yen |
| Driving while holding an umbrella or wearing earphones | 5,000 yen |
| Failure to stop temporarily at designated locations | 5,000 yen |
Serious violations handled through criminal procedures (red ticket)
In cases of serious violations or traffic accidents, enforcement will be conducted through criminal procedures (red ticket) as before.
Examples of violations: drunk driving, aggressive driving (obstruction driving) on bicycles, etc.
