Online Notification of Moving Out

If you have a My Number Card, you can complete the procedure for moving out online through the My Number Portal.
By using this service, the issuance of the certificate of transfer will be omitted, so it is generally not necessary to visit the City Hall window.

Note: After completing the procedure for moving out, be sure to complete the moving-in procedure at the window of the municipality where you are moving in. (Please bring your My Number Card)

Eligible Users of the Service

Those who are moving within Japan

• Applicant
• Applicants and those in the same household as the Certificate of Residence

• Note: Applications for moving by members of the same household who are not the applicant can only be submitted if the person moving possesses a My Number Card. However, the person moving must come to the office for the change of address notification.
• Note: Those under 15 years old and those receiving support measures cannot apply.

Required Items for Procedures

• My Number Card (with a valid electronic certificate)
  Note: The use of the electronic certificate requires the input of a PIN.
• Smartphone or computer and IC card reader (compatible with reading My Number Card)

Period for Procedures

If applying before moving

Applications can be made starting 30 days before moving to the new address

If applying after moving

Applications can be made within 10 days from the date of starting to live at the new address

Procedure for Moving In to Your New Address

• When processing the online notification of moving out, please set the date (scheduled visit date) for submitting the notification of moving in at the municipal office of your new residence.
• Please bring your My Number Card to the municipal office of your new residence within 14 days from the planned moving date (and within 30 days from the planned departure date) to complete the moving-in notification. If the procedure is delayed, your My Number Card will become invalid.

Note: The notification of transfer cannot be accepted until the processing of the notification of departure is complete. Please confirm that the "Application Processing Status" on My Number Portal is "Completed" before proceeding with the transfer.

• If you do not have a scheduled moving date or a new address, you cannot apply.
• The transfer notification may not be processed on the day the application is submitted.
• The processing of the moving-out notification is only available on weekdays. If you apply on Saturday, Sunday, or a holiday, it will be processed on the next business day.
