Online Notification of Moving Out

Those who have a My Number Card, Special Residence Card, or Special Permanent Resident Certificate can complete the notification of moving out procedure online through the My Number Portal.
By using this service, the issuance of the certificate of transfer will be omitted, so it is generally not necessary to visit the City Hall window.

Note: After completing the notification of moving out procedure, be sure to complete the notification of moving in procedure at the window of the municipality you are moving to. (Please bring your My Number Card, etc.)

Eligible Users of the Service

Those who are moving within Japan

• Applicant
• Applicants and those in the same household as the Certificate of Residence

• Note: For moves involving members of the same household excluding the applicant, applications can only be made if the person moving possesses one of the following cards: My Number Card, Special Residence Card, or Special Permanent Resident Certificate. However, the person moving must visit the office in person to complete the notification of moving in or change of address procedures.
• Note: Those under 15 years old and those receiving support measures cannot apply.

Required Items for Procedures

• Either a My Number Card, a Special Permanent Resident Certificate, or a Special Permanent Resident Card (with a valid electronic certificate installed)
  Note: The use of the electronic certificate requires the input of a PIN.
• A smartphone or computer and an IC card reader (compatible with reading My Number Cards, etc.)

Period for Procedures

If applying before moving

Applications can be made starting 30 days before moving to the new address

If applying after moving

Applications can be made within 10 days from the date of starting to live at the new address

Procedure for Moving In to Your New Address

• When processing the online notification of moving out, please set the date (scheduled visit date) for submitting the notification of moving in at the municipal office of your new residence.
• Please bring your My Number Card, etc., to the municipal office of your new residence and submit the notification of moving in within 14 days from the scheduled moving date (and within 30 days from the scheduled moving-out date). If the procedure is delayed, the My Number Card (the My Number Card function part of the Special Residence Card and the Special Permanent Resident Certificate) will become invalid.

Note: The notification of transfer cannot be accepted until the processing of the notification of departure is complete. Please confirm that the "Application Processing Status" on My Number Portal is "Completed" before proceeding with the transfer.

• If you do not have a scheduled moving date or a new address, you cannot apply.
• The transfer notification may not be processed on the day the application is submitted.
• The processing of the moving-out notification is only available on weekdays. If you apply on Saturday, Sunday, or a holiday, it will be processed on the next business day.
