Various usage fees and charges have been revised from April 1, 2020.
Starting from April 1, 2020, in order to achieve (1) sustainable administrative operations, (2) appropriate burden sharing between users and non-users, and (3) response to the increase in the consumption tax rate, we revised various usage fees and charges based on the decision made at the December 2019 Regular Session of the City Council. We ask for the understanding and cooperation of all citizens.
Note: Fees and charges that have not been revised are not listed.
Review of Usage Fees and Charges
Regarding the fees for the use of municipal facilities and services for specific individuals, from the perspective of sustainable administration and the proper allocation of burdens between users and non-users, we ask those who utilize the services to bear an appropriate share of the costs, rather than relying solely on taxes to cover the expenses associated with their provision.
In addition, the costs related to city facilities and administrative services fluctuate due to changes in the number of users, operational conditions, price variations, and tax system reforms. Therefore, it is necessary to regularly review the amounts of usage fees and charges.
Based on the "Standards for Calculating Usage Fees" and "Standards for Calculating Service Fees" that incorporate the perspective of the new public accounting system utilizing full cost information, including depreciation expenses, which was formulated through the request for public comments from citizens, we will review the usage fees and service fees and revise them to new rates effective April 1, 2020.
Method for Calculating Revised Amount
We have thoroughly examined the costs related to facilities and services (such as personnel costs, property costs, and depreciation) at full cost, established the public funding ratio for each type of service, compared it with the current fees, and set the fees comprehensively while considering factors such as balance with neighboring municipalities.
In principle, to avoid a sudden increase in burden, the upper limit is set at twice the current usage fees and charges.
About the Exemption System
There are no changes to the fee reduction system for each facility.
