About Revisions to the Contract System

A government ordinance partially amending the Enforcement Order of the Local Autonomy Act came into effect on April 1, 2025, raising the standard amount for small-scale discretionary contracts stipulated in Appendix 5 of the Enforcement Order of the Local Autonomy Act.

Based on this, the Inagi City Contract Administrative Regulations and related rules have been revised and are applied to contracts from December 1, 2025 onward. The outline is as follows. Please note that all amounts below include tax.

Expansion of the Amount Eligible for Direct Contracts

Cases that do not exceed the following standard amounts will be handled by direct contract, while cases exceeding the standard amounts will be subject to electronic Bid.

Accordingly, the scope has also been expanded for cases in which small-scale registered business operators within the city can participate, related to small-scale construction work and the purchase of low-value goods, in line with this revision.

Expansion of the Amount for Omitting the Collection of Quotations (Amount Allowing Contract with Confirmation from Only One Party)

(1) Construction, Repairs, Outsourcing, etc.

　Before revision: 50,000 yen or less

　After revision: 100,000 yen or less

(2) Purchase of goods

　Before revision: 5,000 yen or less

　After revision: 10,000 yen or less

Revision of the amounts for preparing contracts and acceptance letters

(1) Amount for preparing acceptance letters

　Before revision: 50,000 yen or more but less than 500,000 yen

　After revision: 100,000 yen or more but less than 1,000,000 yen

(2) Amount for which a contract is created

　Before revision: 500,000 yen or more

　After revision: 1,000,000 yen or more

　Note: Contracts may be created regardless of these provisions as necessary.
