This is a community mutual aid system in which, when the family of a person with a disability is temporarily unable to provide care due to illness, funeral services, rest, or other reasons, a caregiver watches over and assists with daily care on behalf of the family.

Eligibility Requirements

Residents of the city who meet one or more of the following criteria

  • Those who have a Physical Disability Certificate, Grade 1 or 2
  • Those who have an Ai no Techo, Levels 1 to 4
  • Those diagnosed with cerebral palsy or progressive muscular atrophy

The following individuals are not eligible to use this service

  • Those hospitalized or admitted to a hospital or facility
  • Persons with infectious diseases
  • Persons requiring medical care at specialized medical institutions

Caregiver Requirements

Please register as a caregiver with the city in advance.

No special qualifications are required

  • Having experience in raising persons with disabilities (children), or having understanding of disabilities and providing care with enthusiasm and deep affection
  • In principle, must be a private individual aged 20 or older
  • Must not be a direct blood relative or cohabiting relative of the person with a disability (child) to be cared for

Note: If you have cared for a direct blood relative or cohabiting relative, you may be required to refund the commission fee

How to Use

(1) Please register for use with the city in advance. (Caregivers also need to register in advance. For details, please refer to the above "Caregiver Requirements".)


(2) Please have a thorough discussion with the caregiver in advance regarding the method of entrusting care and the details of the request. The requested tasks will involve assistance with the daily personal care and necessary activities of daily living for the person with a disability (child).

Also, please provide detailed information on the following points.

Note: Things that may seem ordinary to your family on a daily basis can be quite surprising to a caregiver who is encountering them for the first time.

  • Physical condition and health status of the person with a disability (child) on the day
  • Communication methods and precautions for the person with a disability (child)

 

(3) After use, please stamp the "Care Report for Persons with Physical and Mental Disabilities (Children)" and, if applicable, pay the usage fee (for those who incur user charges).

Available Days and Time Slots

Number of days: In principle, within 5 days per month (however, periods of 4 hours or less are counted as 0.5 days)

Time frame: From 6:00 a.m. to 10:00 p.m. (up to a maximum of 8 hours per day)

Place of Protection

In principle, services will be provided at the user's home.

Note: If you wish to receive care at the caregiver's home due to unavoidable circumstances, please refer to the section below titled "Regarding Caregiver's Insurance Enrollment."

Regarding Insurance Enrollment for Caregivers

The city will cover the enrollment fees, and caregivers will be enrolled in accident insurance and liability insurance.

For details about the insurance, please refer to the insurance materials provided at the time of caregiver registration.

Note: Insurance coverage applies only when care is provided at the user’s home.

If it is unavoidable to request care at the caregiver's home, both the user and the caregiver must submit a consent form acknowledging that insurance coverage does not apply.

Regarding Fee Claims for Caregivers

(1) Caregivers must submit the care report and invoice to the city by the 5th of the following month.

(2) The city will pay the commission fee based on the care report.
