Tama Hills-Inagi Festival Executive Committee Regulations
(Purpose)
Article 1: These regulations aim to define the organization and operation of the Executive Committee for the holding of the Tama Hills-Inagi Festival.
(Name)
Article 2: The name of this organization shall be "Tama Hills-Inagi Festival Executive Committee" (hereinafter referred to as the "Executive Committee").
(Organization)
Article 3 The Executive Committee shall be organized as follows.
Members of the Executive Committee (hereinafter referred to as "Executive Committee Members") shall be representatives of citizen bands performing at the Inagi Festival (bands that include at least one person residing, working, or studying in the city), and must be 16 years of age or older as of March 31 of the fiscal year in which the Inagi Festival is held.
2. Each citizen band shall select one representative as an executive committee member.
(Term of Office)
Article 4 The term of office for the executive committee members listed in Article 3 shall be from the date the executive committee is organized until the date the next executive committee is organized.
(Officers)
Article 5 The executive committee shall have the following officers.
(1) Chairperson 1 person
(2) Vice Chairperson 1 person
(3) Treasurer 1 person
(4) Accounting Auditor 1 person
2 The Chairperson shall be elected by mutual election from among the Executive Committee members (provided that they are 20 years of age or older at the time of assuming office).
3 The Vice Chairperson shall be elected by mutual election from among the Executive Committee members.
4 The accountant shall be elected by Mutual Election from among the executive committee members.
5 The accounting auditor shall be elected by Mutual Election from among the executive committee members.
(Duties of Officers)
Article 6 The Chairperson represents this association and oversees its affairs.
2 The Vice Chairperson assists the Chairperson and, in the event of an accident involving the Chairperson, acts on their behalf.
3 The accountant handles the cash management of the Executive Committee and manages matters related to the budget and settlement of accounts.
4 The accounting auditor audits the accounts of the Executive Committee.
(Meetings)
Article 7 Meetings of the Executive Committee are convened by the Chairperson or the Lifelong Learning Division of the Department of Education (hereinafter referred to as the "Lifelong Learning Division").
The Inagi Festival Secretariat established within (hereinafter referred to as the "Secretariat") convenes the meeting.
2. All executive committee members shall attend the executive committee meetings, and the decisions made as well as other communications shall be shared with the members of their respective bands.
3. The executive committee meetings shall be attended by the Secretariat and those engaged in tasks related to the holding and operation of the Inagi Festival.
4 The Executive Committee may also be attended by persons related to citizen bands other than Executive Committee members. However, even in such cases, the voting rights shall be one vote per citizen band.
5 If an Executive Committee member cannot attend, they must report in advance to the Chairperson or the Secretariat, and a member or related person of the affiliated band shall attend as a proxy.
6. When the Chairperson or the Secretariat deems it necessary, the following persons may be allowed to participate in the Executive Committee.
(1) Members of organizations approved by the Lifelong Learning Division, recommended by the respective organizations
(2) Others approved by the Lifelong Learning Division
(Business Affairs)
Article 8 The Executive Committee shall discuss, decide, and implement the following items.
(1) Matters related to the planning and operation of the Inagi Festival
(2) Matters related to the public relations of the Inagi Festival
(3) Matters related to the documentation of the Inagi Festival
(4) Matters related to the review of the current year's Inagi Festival and consideration of the direction for the next event
(5) Matters concerning the selection of citizen bands performing at the Inagi Festival
(6) Other necessary matters related to the Inagi Festival not listed in the preceding items
(Selection of Citizen Bands)
Article 9: If the number of citizen bands wishing to perform at the Inagi Festival exceeds a certain limit, a selection process shall be conducted.
2. Regarding the selection of citizen bands to which executive committee members belong, those executive committee members shall not participate in the selection process.
3. The selection shall be based on the stage performance of the candidate citizen bands. However, consideration shall also be given to whether there are individuals who can actively participate in the operation of the executive committee, as well as past participation and achievements in the executive committee.
(Project Expenses)
Article 10 The project expenses related to the holding of the Inagi Festival shall be covered by the commission fee from the Inagi City Board of Education.
2. Expenditures that can be made by the Executive Committee shall be limited to expenses related to the Inagi Festival.
(Alcohol Consumption and Smoking)
Article 11 Drinking and smoking are prohibited in the performers' tents or waiting areas of the executive committee members and the citizen band members to which those executive committee members belong.
2. Drinking is only permitted in areas where drinking by general visitors is allowed.
3 Smoking is permitted only in designated smoking areas.
4 Regarding the provisions of the previous two paragraphs, attendees and performers themselves must be considerate and maintain moderation.
(Audit)
Article 12 The financial audit shall examine the accounts of the Executive Committee and report to both the Executive Committee and the Lifelong Learning Division.
(General Affairs)
Article 13 The general affairs of the Executive Committee shall be handled by the Lifelong Learning Division.
(Amendment of the Regulations)
Article 14 Amendments to these regulations shall be proposed to the Executive Committee through consultation between the Chairperson and the Secretariat and decided upon approval.
(Matters Necessary Concerning These Regulations)
Article 15: In addition to what is stipulated in these regulations, necessary matters shall be separately determined after discussion by the Executive Committee.
Supplementary Provisions
These regulations shall come into effect on June 1, 2005.
