Request for Non-Acceptance
A Notification of Non-Acceptance is a system to prevent false family register notifications.
This is effective in cases where there is concern about falsification and Notification of the family register being made without your knowledge.
Notice: The following handling applies from May 1, 2008 (the enforcement date of the revised Family Register Act) onwards.
Effect
- The Notification for the registered family record you applied for will no longer be accepted.
- If the family register notification is not accepted, a notification will be sent to the applicant regarding the non-acceptance of the notification.
Notice: It will be accepted if it is confirmed that the applicant has submitted the family register Notification.
How to Apply
The applicant must directly submit the "Request for Non-Acceptance" to the counter.

When it becomes ineffective
- When withdrawing (Submission of Withdrawal of Non-Acceptance Application)
- When the person has passed away
- When a notification regarding a non-acceptance request identifying the other party has been lawfully accepted
- When the person is under 15 years old and their legal representative has submitted a request for non-acceptance regarding the adoption or termination of adoption, when the person turns 15 years old.
Notice: Even if the applicant themselves submits a request for non-acceptance that does not specify the other party, and it is accepted due to verified identity, the effect of the non-acceptance request will not be nullified.
Available Procedure Dates
Open on weekdays from 8:30 AM to 5:00 PM
- Note: On holidays when City Hall is open, the hours are from 8:30 a.m. to 11:45 a.m. and from 1:00 p.m. to 5:00 p.m.
On holidays when the office is open, only "deposit" services are available. - Note: Notifications related to family registers are not accepted at the Branch Office.
