There were personnel changes with the start of the fiscal year 2026 as well.
We will provide an overview of the changes in special positions and others.

Election Administration Commission

There have been changes including the Chairperson. Mr. Mitsue Watanabe, who was appointed as a member in December 1996 and served as Chairperson for over 13 years from December 2012, retired at the end of March. Mr. Masahiko Kidokoro, who has been serving as a member since December 2024, was appointed as the new Chairperson. Additionally, with Mr. Watanabe’s retirement, Mr. Masumi Shibuya was appointed as a member.

Mr. Watanabe utilized his background as a university professor to calmly and meticulously handle numerous sudden elections with a uniquely female perspective, overseeing the situation without any major issues. His successor, Mr. Kidokoro, has experience as a postmaster and as a member of the Inagi City Board of Education, and we look forward to his future contributions.

Inagi City Fire Brigade

Chief Yoshinori Baba retired at the end of March upon the expiration of his term, and Deputy Chief Tengo Shindo succeeded him as chief, with Takeshi Kuriyama newly appointed as deputy chief.

Mr. Baba joined the Sixth Division in April 1980 and became division chief in April 1992, temporarily retiring at the end of March 1994. He rejoined the main unit in April 2002, serving as deputy chief, and was appointed chief in April 2020. Until his retirement at the end of March, he fulfilled his duties in the fire brigade for a total of 38 years, maintaining a calm and composed yet sometimes strict attitude, which allowed him to lead the brigade's activities without any accidents.

Inagi City Fire Committee

Kenji Uehara, who served as Chairperson for many years, retired at the end of his term, and Kojiro Matsumoto, the former former Fire Brigade Chief, was appointed as a committee member.

Mr. Uehara was appointed as a fire committee member in February 1985 and served for over 41 years until his retirement at the end of March, during which he provided his opinions on the direction of the Inagi City Fire Department for more than 12 years as Chairperson.

Establishment of New Special Positions

In this personnel change, a new special position called "Policy Supervisor" was established. Regarding this matter, at the first Regular Session of the City Council in 2024 held in March, the "Ordinance on the Designation of Special Positions in Inagi City" was submitted to institutionalize the legal basis. Subsequently, a personnel matter was submitted as an additional agenda item, and consent was obtained to appoint Mr. Yasushi Kuge as the "Policy Supervisor for Urban Infrastructure Development."

As special positions in the city, there are the Deputy Mayor and the Superintendent of Education. These positions are required to be established based on their respective laws; the Deputy Mayor assists the Mayor in all administrative matters under the Mayor’s jurisdiction, while the Superintendent of Education oversees all educational administration.

This time, the Policy Supervisor has been designated as a special position to assist the Mayor specifically in urban infrastructure development, which is one of the various challenges the city faces and is expected to become increasingly complex, requiring coordination across multiple departments.

In Inagi City, the Land Readjustment Project in the eastern part of Minamiyama and the Enokido area is nearing completion, and there is momentum to start a Land Readjustment Project in the Wakabadai Station East (Sakahama) area. Regarding such urban infrastructure development, in addition to managing the progress of the project itself, extensive coordination is required, including adjustments with the national government and Tokyo Metropolitan Government concerning funding and construction details, coordination with landowners related to "land readjustment," and coordination with public transportation agencies.

Comprehensive knowledge is required, including the consideration of alternative measures for the reduction of community and route buses due to the recent shortage of drivers, and Mr. Kuge, who has many years of experience in these areas, has been appointed.

Inagi City is a developing city that continues to change and grow daily. We express our gratitude to all those who have retired or transferred in this personnel change for their efforts and contributions to the city's development thus far.

It will still take time to complete the urban infrastructure development, but the final form of the city's framework has finally become visible. To everyone newly appointed or transferred in, we ask for your continued efforts toward further development and completion of the city.
