QuestionWhat should I do if I do not have a photo ID such as a driver's license when applying for enrollment or reissuing a qualification confirmation document?

Response

To complete the enrollment procedure, identification documents of the person coming to the procedure are required.

If you do not have an identification document with a photo, it may be possible to proceed with the process by presenting multiple documents issued by a government agency that do not have a photo of the individual.

Even if you do not have identification documents, you can still apply for the reissuance of the qualification confirmation document. In that case, the qualification confirmation document cannot be handed over at the counter and will be sent later by registered mail.

If a person from a different household comes to complete the procedure, a power of attorney and identification documents of the agent are required.
